As it has no doubt been brought to your attention, EFL has undertaken a significant project in partnership with Daumann Heavy Construction, namely the construction of an orbital space colony within the Hamburg system. We have managed to procure a significant fleet of Rheinland-built vessels to ensure our operations within your great house run as smoothly as possible and to prevent any unnecessary delays from fuel shortages and repair issues.
The reason that I am sending this communication to you is because EFL currently lacks any sort of presence within your space, the board has instructed me to convey our desire to either purchase or construct some form of regional headquarters within your space. We currently have no knowledge on whether any existing structures are for sale, nor if you are even open to the idea of having a foreign corporate presence within your space, this is merely a request for information if you will.
I hope we are able to come to some sort of arrangement and I look forward to hearing from you.

I wanted first to send my government highest regards to your organisation and to welcome you in this joint venture we are having.
To answer your question, please allow me to actually explain a few things about Kaiserreich Rheinland and what we look for in our people. As you know, our political platform mentioned an attempt to nationalise lots of endeavours and to make it more accessible to the people of Rheinland than the corporations which had plagued the Federal Republic before us, especially foreign corporations which have brought so many hardships to our law-abiding citizens. This road we embarked is long and arduous however we have begun to keep true to our promises, as this is what we were voted for and why we had won such a majority before the attempt on the Imperial Party Leader.
Now, with all that in mind, I would have to ask what do you mean by regional headquarters, more exactly what do you need? Warehouses, office buildings or anything else and we can see what we can provide, but I must say that there may have to be some concessions on this matter, as whatever you need will be leased for the duration of the project.
If you are in need of some office building with access to communication and sleeping quarters for your coordinating teams, we can arrange something in Neu Hamburg or Neu Berlin, depending on the preference.
As I mentioned above, terms and conditions can be discussed after we can define for the certainty of what you look for.

You raise many prudent points and I hope I'll be able to answer them to your satisfaction.
I am aware of the platform that you ran on in order to get to your current position, I have made clear that all EFL projects within Rheinland will use local labour as much as possible, production of Gallic specific technology shall be performed in Gallia, where it shall be shipped to Rheinland and assembled on-site by our engineers. All other construction tasks will be performed by Daumann Heavy Construction and any other entities they see fit to use. While we do have much to gain from our operations within Rheinland, we also seek to enrich the Houses that host us and ensure that our projects not only benefit the Gallic economy, but also provide a massive benefit to your own economy.
What I had in mind for our regional headquarters was a space station, hopefully somewhere within New Berlin. The purpose of this station was to serve as a central point for any Gaul operating within Rheinland - As you are no doubt aware our vessels require different fuel to that commonly available within Sirius, and while EFL has worked to ensure that all fuel types are available for any traffic passing through Gallia, our own fuel is not so readily available.
Not only would it serve as a vital refuelling point, but it would also be a home away from home for our teams within Rheinland and provide general office space without our staff having to endure a long and taxing acclimatisation process on New Berlin itself.
Building such infrastructure will likely encourage more Gallic investment within Rheinland, I don't suppose I need to explain the benefits of such a thing, but more investment means more jobs, which means more popularity for those who have made the deals to make it possible.

Is good to know that you are currently aware of the political situation within the Kaiserreich Rheinland. We are pleased to hear that you are looking for the wellbeing of the host nation as well as your own corporation. The Buro is extremely happy to find a corporation which is not looking only to enrich itself, but the citizens of the House is hosted in.
The Empire of Rheinland is aware of the difference in Gallic and Sirian engines and I must say that we are looking to add additional fuel storages and maintenance for all types of Gallic ships. We are also looking to see if we can get our engineers to be more aware of the Gallic systems. Maybe we can detach a couple of our engineers to yours for an exchange of programs.
The Kaiserlicher Außenminister had discussed this with Kaiserliches Registrierungsbüro and we can look into arranging for a modular installation somewhere within the Empire borders, preferably a high-security system. If everything goes well, we can make the installation more permanent.
The Kaiserlicher Außenminister also looked into the matter and we are currently having a governmental building on the Neu Berlin planet which is not having any designation. We are looking to see if the EFL would be looking to have a planet-side office.
