Identification: Coordinator Paracusia Affiliation: Octavarium Intelligence Commission To: Current Maquis Leadership Subject: Status Check Encryption: Orb Protocol, Tsuchigumo Variant Location: Sumatra Cloud, Tau-44 Bonjour. I'm called Paracusia, and I'm contacting you on behalf of the Octavarium Intelligence Commission with regards to Rousillon.
I am aware that an Octavarian recon team encountered some of your men, though I don't have the full logs of what transpired. In the interest of friendship, our stance on Gallia is... shaky. A guillotine for all who would claim a crown, as one of our citizens so eloquently put it, but realistically we have too many civilians to look after to be able to pursue that. Directly, at least. We are interested in expanding beyond Tau-44, to grow out from under Crayter's shadow; this is why you encountered our pilots. As such, Rousillon became a point of interest; while the minefields would cause issues for Crayter's fleet, our smaller craft can work around them easier. But, we have no intention of stepping on anyone's toes, least of all yours. If possible, I would like to come ot a mutually-beneficial arrangement regarding Rousillon, one that will enable us to strike out on our own and could also be of benefit to your movement. We have indeed met with your representatives. We find ourselves in dire need of logistical support due to recent events and considerable swelling of our ranks indeed. We badly require supplies, help with Rousillon's lacking and damaged infrastructure, and assistance with logistics. But before we move on any further - as we informed your representatives, there is the question of ideology. How far and how publicly will you be willing to go in terms denouncing the treatcherous Gallic Navy and Gallic National Intelligence, calling them out for what they are - the enemies of Gallia and Sirius, and cutting ties with them and their collaborators both politically and in terms of material support and trade? What is the degree of the open public support of The Front de Libération de Gallia and The Maquis in general you are willing to commit to? I will be open with you. We need help, badly. We have been known to get resources by very, say, unconventional means. But we also have many...extremely opinionated and radically dedicated men and women in our midst, that value ideology above all. Needless to say - the degree of how much or little we will ask of you in return for say, I don't know...access to Roussillon real estate...will depend on the answers to the questions above. Denouncing the Navy and GNI would, previously, have been... shall we say, diplomatically difficult. Our position in Tau is still on shaky ground, after all. But with the Enclave returning to Gallia as though nothing ever happened... well, that changes things, doesn't it? Many Octavarians had hoped that the Council's victory over the Royals would bring a new age for Gallia, and instead it's just "meet the new boss, same as the old boss". So, I cannot immediately make any promises, but I suspect our government would support a denunciation for letting the criminal Enclave go unpunished, and the Commission is drafting a proposal to that end as we speak. How much open aid we can provide, well... open isn't exactly our strength in the first place. To be entirely honest with you, Maquis forces field more firepower than the entire Fourth Octavarium Fleet - we have two cruisers, and nothing larger. As Canberra's location is well-publicized, we must be careful not to endanger the civilians aboard. What we specialize in is logistics and covert support - a significant portion of Natio Octavarium is comprised of 'retired' smugglers and pirates, and while we have "gone straight" as far as the Houses know, we still have our experience. Canberra plays host to a thriving arms trade that sees equipment from as far away as the deep Omegas, and we have contacts in almost every corner of Sirius to get you everything you might need. We can easily commit to trading no military materiel with Gallia, though to the best of my knowledge we already don't bring them arms. We probably could cut off civilian trade, but this may be counterproductive - civilian goods would give us a reason to be there, so no one suspects when we're making deliveries to your bases. We did hope things would change. But the spineless Council politicians and leadership betrayed the people of Gallia by openly welcoming the Royals. Their own kind - The Maquis saw what was coming when Council formed The Confederacy with The Grand Duchy of Burgundy, assaulted, gassed and in the end destroyed their own ex members' headquarters just to protect their alliance with that Royalist cell. I am glad you are waking up to what is happening in Gallia - frankly, I don't see how anyone who takes a single look at how openly The Confederacy just welcomed The Royalists into their arms would not denounce what The Gallic Navy are and stand for. Many now Council ex-members have seen that when The Confederacy came to existence, and as you probably saw in Roussillon - many more followed, and not just the radicals, to join The Maquis movement. Between you and I - your denunciation will be long overdue, but better late then never. Your trade with Navy Collaborators You need to see my position - we already have domestic allies that provide massive help to our movement, yet manage to pull wool over the Gallic Navy collaborators at the same time, and do that by trading with them. Heck, they even pretend to enforce their damn laws just to complete the illusion - so this is not a deal breaker by any means, if you need to get things done. However, although the movement comprises of the same ideology and goals, organized millitary individuals and moderate people, many of the core Maquis people, vital indispensable people - "get things done" by say, creative means as well. I will need to hard justify to those more radical of us any alliance based not on publicly aligned ideology. If you do get asked to haul millitary materials and weapons to the traitors and collaborators - how about they get "lost" on the way after you meet with our people. If you trade other supplies to them in Gallia proper, to maintain your cover like our other allies do, by all means. As long as it's the minimum required to maintain your access - it will still be impossible to completely control that some the more radical Maquis members will take them off your hands even if we have a deal otherwise however. Enough talk - let's get to action We can talk back and forth and try to make grand sweeping agreemenents that change the universe for millenia. But we prefer actions over words and don't want to sit behind the table too long. I propose this - we do a small no-commitment supply contract, test the waters. We have a recently acquired important asset that badly requires bolstering. No commitments whatsoever, no ties to us. You haul us what we need - and get money in return, no other favours, real estate or anything. This test contract will attempt to establish:
- Escorts in Roussillon if the third point becomes an issue, just to explain to and hold back our more radical bunch - Escorts in Taus in general if other groups should become interested in your cargo If you agree and complete the contract - then we can talk about further collaboration. And I will have a much easier time explaining to our people why we aren't just taking everything you take into Gallia (or worse). If you agree, let me know, and we will send a separate communique with proposed conditions. Freight diversions are a fact of life, after all.
The Commission has sent out some feelers, and we should be able to make whatever arrangements are necessary. Just tell us what's needed, and we can work out the particulars. The Bossman inspected the goods and he tells me they are all of great quality. You helped us bolster Pamiers with the Ship Hull panels, and tens of thousands of Royalist and Royalist Collaborator lives will be extinguished mercilessly thanks to the military vehicles and black market munitions you helped to deliver. You provided great service to Gallia and Humanity. I particularly liked the nice touch of the wh...ehm, Exotic Entertainers - kudos goes to you for creativity, they have indeed helped boost the morale! I believe you have received an adequate bonus. I am also most impressed, almost too impressed with your methods. We do smuggle from time to time, simply to raise funds for The Cause and barter Gallic goods in Sirius for what we what we can't get at home. But never could I imagine hauling such massive quantities of material in such a short period of time. Not only you were clearly not detected or followed by 3rd parties that could sniff around You managed to evade our own damn patrols! All but one time! Not for a lack of trying on our end, believe me. I was worried the more radical Maquis would shoot you to pieces any time you show your heads in our system, but that was clearly a missplaced worry on my part with your skills. I believe our leader has decided to reward you handsomely, and you did indeed build some good will with The Maquis as a whole. No doubt when they will see the thousands of cold dead bodies of our enemies and their collaborators floating in space, all thanks to you, they will be more open to your presence. Going forward Although we, and especially the rest of The Maquis we don't control, will never be able to fully trust you until you publicly and openly denounce the evil Gallic Union and Gallic Navy - you have indeed impressed us and built some good will. Now that you have made this important step, and hopefully saw that we are capable of delivering on our promises as well - we are open to hear what future cooperation you have in mind.
