I am contacting the esteemed naval command today with regard to a restoration project with Kishiro. Recently I managed to acquire from a private collector a derelict hull of a decommissioned "Date" class heavy cruiser of early 5th century A.S. The "ship" as of now is only the hull, stripped of all electronics, reactors, weaponry, and other hardware. I contacted Kishiro inquiring about the feasibility of restoration and modernisation of the hull to enable the ship fly again. As I was informed by the representatives of Kishiro, prior to commencement of the restoration, an authorisation is to be received from the naval command. Hence, this message officially seeks the permission to restore the aforementioned ship. Hereinafter, the additional information will be provided. 1. Suggested Scope of Use The ship is intended to be restored for two primary purposes:
In line of the aforementioned, the ship is intended to be used primarily within the borders of the Empire with exceptions for the sake of exploration. In those cases, we intend to obtain permission for operation within the legally recognised spheres of influence of parties non-hostile to Kusari, such as the GMG. The ship is not to be in any way used to undermine the diplomatic reputation of the Empire and/or harm Kusari in any other way. The vessel in question is not to be piloted by me: a cadre ex-military commander who is now employed by Shimamori Clan in the capacity of security advisor is suggested to be put in charge of the vessel. The personal profile of Daisa (//captain) Okamoto Yoshirou is attached. 2. The Vessel "Date"-class heavy cruiser, according to the documents that I managed to come across, was one of the field versions of heavy cruisers used by the Empire of Kusari between 4th and early 6th century. The vessel could field a strong forward cannon that, however, used kinetic projectiles and got obsolete. The hull shape, however, still allows for installation of a heavier compared to other turrets weaponry in the front of the ship. The hull was acquired on a private auction from a history enthusiast, Morinaga Jun'ichiro from Shimazu, Honshu. The hull in question belonged to the ship decommissioned around 460-s A.S. when "Date" were gradually being replaced by newer cruisers. The marks on the ship suggest it was badly damaged and in light of newer ships coming, was left on Honshu in a damaged shape, repairs being less economically viable than adopting a new-class cruiser in service in Honshu region. Subsequently , the ship was stripped of everything useful on it and left to be used as a museum piece. Some time after that the ship was sold in private collection where it remained since then. Preliminary scanning of the hull is attached herein. The hull is badly damaged but according to the assurances of Kishiro can be restored to flyable state. Due to availability of forward cannon slot, it is suggested to be used to field a heavy homing missile to provide additional offensive and defensive options against heavier hostile vessels, such as gunboats. Request Having provided information deemed relevant, I as a representative of Clan Shimamori humbly request the KNF to permit further restoration project by Kishiro Inc. under the auspices of Clan Shimamori that undertakes all expenses. I also request the the official registration of the ship in the database of legal capital vessels permitted to operate within the space of the Reformed Empire of Kusari under command of retired captain of KNF Okamoto Yoshirou. The ship is intended to be used for lawful objectives beneficial to the Reformed Empire of Kusari, primarily exploration and additional protection of Honshu system. Given the aforementioned reasons, I see "Date"-class cruiser as a smaller and cheaper to maintain vessel that at the same time can be more useful than "Bustard" and can promote Kusarian technology and history. 侯爵島森正仁 Esteemed Admiralty, I am glad my pledge found understanding and I extend my deep gratitude for the trust bestowed upon me. I shall honour such a privilege to my clan to represent the shipbuilding traditions of the Empire. All of the conditions set forth by the esteemed Admiralty are understandable and hereby agreed with. Having consulted with Okamoto-san regarding the weaponry, our plan is to equip the vessel with YDT-3a "Starflare" turrets and "Desolator" missile silo instead of the cannon space provided for by the design of the ship. This outfit plan is to notify the esteemed Admiralty as requested and is tentative in nature as its feasibility is still to be checked with Kishiro. The other requirements for the ship are well understood. The ship is to act primarily as a research mobile base and support ship in case of unforeseen hostilities. Secondary objective presume defensive measures in home and border systems of the Reformed Empire of Kusari against unlawful elements should those pose immediate threat to civilian or law enforcement vessels of Kusari or parties friendly to or engaged in legal business activity with the latter. The vessel is also intended to serve as a promoting cultural values of Kusari and as such shall adhere to good conduct and honourable behaviour fitting a captain of an imperial capital vessel. In case of any issue resulting from violation of the understanding reached above, only clan Shimamori will be held liable for the obstruction and shall resolve the matter internally, or in coordination with a relevant office of the Reformed Empire of Kusari.
