Koushaku Shimamori Masahito de arimasu. I beg you good day. I believe you must be informed of me. I am contacting the esteemed naval command today with regard to a restoration project with Kishiro. Recently I managed to acquire from a private collector a derelict hull of a decommissioned "Date" class heavy cruiser of early 5th century A.S. The "ship" as of now is only the hull, stripped of all electronics, reactors, weaponry, and other hardware. I contacted Kishiro inquiring about the feasibility of restoration and modernisation of the hull to enable the ship fly again. As I was informed by the representatives of Kishiro, prior to commencement of the restoration, an authorisation is to be received from the naval command. Hence, this message officially seeks the permission to restore the aforementioned ship. Hereinafter, the additional information will be provided.

1. Suggested Scope of Use

The ship is intended to be restored for two primary purposes:

assistance as a mobile support ship with sufficient firepower for exploration of new systems in vicinity to Honshu;
defence of Honshu system against unlawful elements.
The former objective is within the ongoing initiative of Shimamori clan to find a new system with a suitable for habitation planet to further peaceful expansion of the Empire instead of aggressive one. As you probably know, I am in opposition to recent aggressive diplomatic moves of Kusari. Current exploration efforts yielded one perspective system - Sigma 63. As of now we are looking for possible ways of access to the system in question. Knowing of common presence of the Outcasts and Corsairs in Sigmas and the fact that they know of systems not in our navigational database. Therefore, expecting a possibility of engaging hostile forces during the exploration we decided it is imperative to provide adequate level of protection for our research teams. I believe, that "Date" can field enough firepower to scare away potential hostiles without a fight. In addition, due to the size of the ship, "Date" will be able to serve as a mobile base to support a few smaller spacecrafts to scout the area without having to return to a permanent base.

The latter objective is suggested to bolster the local defences against the increased criminal activity. While I have no doubts in the competence and reliability of the navy and police pilots, military losses during the war will reduce the interception capacity and additional forces might be required. To that end, as a local of Honshu, I would like to step up in providing additional security to the locals and legally visiting guests within our capabilities.

In line of the aforementioned, the ship is intended to be used primarily within the borders of the Empire with exceptions for the sake of exploration. In those cases, we intend to obtain permission for operation within the legally recognised spheres of influence of parties non-hostile to Kusari, such as the GMG. The ship is not to be in any way used to undermine the diplomatic reputation of the Empire and/or harm Kusari in any other way.

The vessel in question is not to be piloted by me: a cadre ex-military commander who is now employed by Shimamori Clan in the capacity of security advisor is suggested to be put in charge of the vessel. The personal profile of Daisa (//captain) Okamoto Yoshirou is attached.

2. The Vessel

"Date"-class heavy cruiser, according to the documents that I managed to come across, was one of the field versions of heavy cruisers used by the Empire of Kusari between 4th and early 6th century. The vessel could field a strong forward cannon that, however, used kinetic projectiles and got obsolete. The hull shape, however, still allows for installation of a heavier compared to other turrets weaponry in the front of the ship. The hull was acquired on a private auction from a history enthusiast, Morinaga Jun'ichiro from Shimazu, Honshu. The hull in question belonged to the ship decommissioned around 460-s A.S. when "Date" were gradually being replaced by newer cruisers. The marks on the ship suggest it was badly damaged and in light of newer ships coming, was left on Honshu in a damaged shape, repairs being less economically viable than adopting a new-class cruiser in service in Honshu region. Subsequently , the ship was stripped of everything useful on it and left to be used as a museum piece. Some time after that the ship was sold in private collection where it remained since then.

Preliminary scanning of the hull is attached herein. The hull is badly damaged but according to the assurances of Kishiro can be restored to flyable state. Due to availability of forward cannon slot, it is suggested to be used to field a heavy homing missile to provide additional offensive and defensive options against heavier hostile vessels, such as gunboats.

3. Request

Having provided information deemed relevant, I as a representative of Clan Shimamori humbly request the KNF to permit further restoration project by Kishiro Inc. under the auspices of Clan Shimamori that undertakes all expenses. I also request the the official registration of the ship in the database of legal capital vessels permitted to operate within the space of the Reformed Empire of Kusari under command of retired captain of KNF Okamoto Yoshirou. The ship is intended to be used for lawful objectives beneficial to the Reformed Empire of Kusari, primarily exploration and additional protection of Honshu system.

What made the Shimamori Clan settle on an ancient, obsolete Cruiser hull instead of a modern 'civil' vessel like the "Bustard"-class which combines long-term exploration capabilities, ease of maintenance and the capabilities of a Carrier?
Why did the Shimamori Clan not contact the Keiretsu or the 66th Tokubetsu ensei-ka regarding assistance for your recent exploration efforts?
Is the Shimamori Clan aiming to restore this "Date"-class hull to the point of it rivalling a modern warship in offensive capabilities?

Esteemed Admiralty,

To the points you raised:

"Bustard"-class ship is indeed a multi-purpose vessel that is suited for such exploration mission. The choice of "Date"-class cruiser in this case is motivated by a few reasons:
1. Being openly accessible to the wide audience, its design and vulnerabilities are quite known to the underworld, making it an easier target for possible encounters with, say, Outcasts.
2. Kusari no kagaku to uchuu-funewa sekai ichi. (//Kusarian science and ships are the best). I bet, the esteemed admiralty would agree that Kusari-manufactured vessels, be they obsolete or not, are much more reliable than foreign ships. Besides, they promote our ship-building industry to the outside world. There is no need to be humble when showing the achievements of our ship construction industry.
3. In addition to the two aforementioned reasons, "Bustard" is a rather expensive and big vessel. "Date" should also be pretty expensive based on the repairs estimations of Kishiro, yet the hull is already present and not many extra materials need to be added, reducing the price. Being smaller in size, "Date" should also be easier and cheaper to maintain.
4. "Date" will perform better than "Bustard" used as a defense ship for Honshu system.
The exploration efforts undertaken so far include mostly the stellar observation from various points and do not need commercial activity. Despite having found a potentially habitable planet, its conditions deeming it so are mere speculations based on spectral analysis until we have found a jumphole to send a probe to the system. Should we find the jumphole, more stakeholders may join the initiative if showing interest. As previous exploration efforts of Kusari have been undertaken by private individuals ranging from state-employed researchers to freelancers, I presume my private endeavour stemming from my personal convictions of peaceful expansion of the Empire should not be conflicting any regulations and laws.
As esteemed Admiralty might presume from the data available, the ship intended to be restored will be sub-par to the Kusari cruisers currently in use by the Navy. The obsolete design of the ship centered around the use of powerful forward cannon will be not be serving its primary combat purpose being devoid of such weapon. However, if in capable hands and used against smaller crafts usually used by the unlawful elements both in Kusari and outside thereof, as well as against larger makeshift vessels of the criminal groups.

Given the aforementioned reasons, I see "Date"-class cruiser as a smaller and cheaper to maintain vessel that at the same time can be more useful than "Bustard" and can promote Kusarian technology and history. I hope my points will make sense to the esteemed Admiralty and find understanding. I will be awaiting your evaluation and judgement.

After a lengthy discussion, disrupted several times due to various other matters, we're finally able to give you a reply concerning the "Date"-class project of yours.

The Admiralty settled on two possibilities for the vessels armaments, depending entirely on Kishiro's capabilities in terms of a replacement reactor and power output of the vessel.

Possibility 1: The vessel will be outfitted with old Naval Forces technology, to be precise YDT-3a "Starflare" type Destroyer turrets. These turrets saw their last deployment in the first Tau war.

Possibility 2: The vessel will be outfitted with Gunboat-class - standard or heavy types - weaponry of your choice.

Both possibilities may include the suggested one (1) heavy homing missile commonly found on Cruiser-class vessels. This entirely depends on Kishiro's capabilities once more. Once the Kishiro representatives and the Shimamori Clan agreed on one of the two options, the Admiralty is to be informed about this decision immediately.
The "Date"-class vessel may only be used for exploration and scientific purposes. Every endeavors - unless signed off as official contracts by the Cabinet - outside of Kusari and possible law inflictions caused by the presence of a Cruiser sized hull, are entirely the Shimamori Clan's issue.
The Admiralty wishes for a guarantee that all private endeavors conducted by the Shimamori Clan which lead to the discovery of systems or resources valuable to Kusari and her people will be shared in full detail with us and the Kusari Government.
The "Date"-class vessel may find offensive deployment in direct aid of Kusari Authorities against hostile entities only. Self-defense is obviously permitted. An enlistment to the Kusari Bounty Board is currently not an option.

Esteemed Admiralty,

I am glad my pledge found understanding and I extend my deep gratitude for the trust bestowed upon me. I shall honour such a privilege to my clan to represent the shipbuilding traditions of the Empire.

All of the conditions set forth by the esteemed Admiralty are understandable and hereby agreed with. Having consulted with Okamoto-san regarding the weaponry, our plan is to equip the vessel with YDT-3a "Starflare" turrets and "Desolator" missile silo instead of the cannon space provided for by the design of the ship. This outfit plan is to notify the esteemed Admiralty as requested and is tentative in nature as its feasibility is still to be checked with Kishiro.

The other requirements for the ship are well understood. The ship is to act primarily as a research mobile base and support ship in case of unforeseen hostilities. Secondary objective presume defensive measures in home and border systems of the Reformed Empire of Kusari against unlawful elements should those pose immediate threat to civilian or law enforcement vessels of Kusari or parties friendly to or engaged in legal business activity with the latter. The vessel is also intended to serve as a promoting cultural values of Kusari and as such shall adhere to good conduct and honourable behaviour fitting a captain of an imperial capital vessel. In case of any issue resulting from violation of the understanding reached above, only clan Shimamori will be held liable for the obstruction and shall resolve the matter internally, or in coordination with a relevant office of the Reformed Empire of Kusari. Moreover, all the exploratory data gathered with the assistance of the vessel are to be shared with the respective governmental agency of Kusari.

Having confirmed my determination to put the vessel to good use for the Empire and taking into consideration the previous message from the esteemed Admiralty, I shall reach Kishiro again with inquiry on feasibility of repairing the ship in concordance with the achieved agreement.
