[Balance] Heavy battleship powercore - Exterminator - 10-25-2021

Bug: Almost all heavy battleships had their powercore regen buffed

Instead of just Rheinland Battleship, all other heavy battleships now have 450k/s power regen too.
The only exception is Ish'tar, which has kept 300k/s.
Checked on FL Stat and tested in game.

Makes sense, probably. Lots of ships share(d) cores. Poor Ishtar.
While not intentional, I'm not sure - other than the Ishtar oversight - that this is actually worse than the intended buff for only the Bismarck. Will be somewhat interesting to see how this plays out.
