Both restarts fcZonerCo and fcZonerBw supply the user with a camera ship. Not suitable for RP.
(tried both commands above with a newly created character)

Most faction restarts now provide a camera ship for the purpose of quickly getting to whatever ship sale point you desire without being harassed by other players during the character setup process.

This is not a bug, it is intended to allow for players to set up their desired characters with speed and ease.
