Konnichiwa, Mister Simpson, Like I told you before, I recalled our fleet pending this negotiation. First things first. It is time for proper introductions. I am Matriarch Ishikawa, leader of the Gen'an Cell of the Golden Chrysanthemums. The reason for our rapid deployment was our inability to establish your intentions and the inability of our Sisters to dock on the base to confirm its standing. You must be aware that you have built your new station into the heart of our influence sphere and doing so without a word to us in advance. This could be attributed to plain ignorance of the political climate in Kusari, but you must see how this would provoke a reaction from us. However, seeing as you seem to be a reasonable person, I am willing to forgive such mistake. This leaves the station itself. What is its purpose? We can respect neutrality, but we must have some reassurance that your presence wont become an issue down the line. I'm afraid I will have to plead a bit of ignorance with respect to my knowledge of the Gen'an Cell of the Golden Chrysanthemums. In my travels, believe it or not, I've not yet come in contact with anyone claiming to be a member, only other GC members likely outside of your cell, that open fire without discussion. Being a trade vessel captain, we hit cruise if we can when we encounter those situations - less profit if you've got to cover damages from combat. The inability of docking is intentional - with an honorable reason, not in any way meant to cover a deception. Kusari government regulations regarding my use of the space for a base was contingent on several criteria listed in Kusari Law, namely the following: ------ 7.3 All bases, unless exempted in writing, are subject to the following conditions: -Do Not be used as staging ground or repair depot for groups that are hostile to Kusari. -Do Not be used as any kind of freeport within Kusari space. 7.4 Any base in breach of one or more of these conditions may be subject to fines, seizure or destruction of base assets by force of arms. -------- My understanding of these rules and the consequences made it imperative that I lock the base down to my staff and contracted clients, by request. The general public cannot shop due to the 'non-freeport' rule. As it stands, that was how this base was intended to operate anyhow. Our known contacts would either regularly come to trade or our stored product would be shipped by my staff to their base. Now on to my intentions and the station's purpose. Well, to speak to intentions, there are none in this system or government politically - its a goal I strive for everyday, not to get involved in politics where I can help it. No government is going to push me to do that. My station's purpose is mostly storage and re-supply for my transport fleet. I was undecided on how to proceed in the station design, especially given the government comment about pre-approved weapon modules, but I'm now thinking any weapon platforms would only be seen as a provocation not just a defensive necessity. That actually works better for me, because it means I can use core upgrades to more storage options without having all the weapons in the way - other bases in this system have done it (Xuanming Trade Centre(6D), Shiojiri Storage Depot) and they are Core Level 4 so they've been here awhile. My proposal to ease your concern that my company's presence might become an issue down the line is this. I'll give you my word that no weapon modules will exist on All Worlds Enterprises in Shikoku. My fleet is all transports, except a few miners and construction craft, hardly a threat to a faction that rivals house authorities. This proposal comes with the condition that I hope I can count on GC, and any of their close allies, not to initiate major hostilities against my base without provocation and/or prior discussion with myself in some attempt to de-escalate. This is a proposal only, obviously as the less armed party, I concede you have the upperhand. I'm a reasonable man who tries his best everyday to keep to his word. I hope that's enough for now and, as close co-habitants in this system, my actions will demonstrate what these words convey. Konnichiwa, Mister Simpson, We can live with your proposal. A shield is fine, but no offensive weapons. Should we see weapon platforms show up, we will see this as an act of aggression. Seeing your words, I trust this is something you want to avoid anyway. As you said. The best defense is just not becoming a problem to us. I can also live with no docking rights to the station, as long as it wont become a nuisance to our operations. I can understand your position so close to a warship and a hive full of bounty hunters. I do want to add to this: Keep your station limited to one (1) , within Kusari space. If you have plans for further expansion in the territory where we operate, let us know beforehand so we can possibly renegotiate. Be aware that your and other transports coming to and from your base arent subject to special protections due to this agreement. GC pilots can still stop you and demand contributions to the GC cause. This is our standard policy regarding most commercial traffic in the region. Last person we had a similar agreement with thought it was smart to insult our Sisters when they stopped him and made claims about agreements we never made. His presence in Kusari is no more. It is only fair to donate to our cause occasionally when operating in our space. So to be short. Show respect to the GC and be on our good side.
