Bug: Vagrant Caps can't get new fuel cells

Hascosay (Tau-61) atmospheric entry point was made undockable for capital ships. It is also the only place that actually sells the Nomad Fuel Cell that Vagrants use as jumpdrive fuel. This isn't a technical bug but it would be excruciatingly annoying over time to have to do snub transfers all the time to replace lost fuel cells. Please move fuel cell to Fort Huxter or re-open the dock point for caps.

The issue with the entrypoint is already fixed for next patch:

For the time being, will give Huxter (Capital Moor) a temporary serverside sellpoint for both fuels. Should be live after next restart.
