Can enforce laws within Rheinland House Space,
Cannot use battleships, or any ships above 4300 cargo space.

Can attack ships belonging to factions considered hostile to Rheinland

Are you sure that this is a good idea?
You created this faction just yesterday and you're already going for official?
My advice would be, to stay unofficial for like 2 or 3 months, so people get to know you before you give this a try.
