¤¤¤¤¤Let me introduce myself to you, I am M. le Préfet, Amadeo Giovacchini - responsible of both the security and self-defense forces of Planet Marseille, and in cooperation with the Gallic Union. Please find enclosed a letter from me, at the attention of whoever is in charge of domestic security.

Mesdames, Messieurs, bonjour,

¤¤¤¤¤Since recently, the Unione Corse has been given an equal role in governorship of the Provence system, and is in control of the famous underwater cities of Planet Marseille, and parts of the Surface. Hence the reason for this confidential letter. Our self-titled "self-defense forces" still lacks a proper identity, proper uniforms, proper training and proper equipment - both in terms of space defense, and in terms of ground peacekeeping.

¤¤¤¤¤Unfortunately, some parts of the underwater cities, such as everywhere in Sirius and in Gallia, are less stable than others, and we lack the proper discipline, and are forced to call out more... dubious individuals to deal with unrest, sabotage or domestic terrorism.

The First Step

¤¤¤¤¤As suggested by meetings with my subordinates, the first step would be to organize ourselves in a more militaristic fashion, to not only match the current Union's hierarchy and modus operandi, and also to be in order to be ready in case of any internal trouble on Planet Marseille. This includes the creation of multiple Battalions, under two Divisions - a division for the Surface, and one division for the Underwaters, for the time being. Planet Marseille. Statistically-speaking, each administrative section of a large portion of a planet hosts about ten armies, which themselves, organized in about 130 divisions:

For now - subject to heavy changes, knowing that Planet Marseille is host to a billion souls. We plan on eventually reaching 250,000 regular soldiers, and a modification to the current law of conscription amongst the youth from Provence to help defend their homeworld: at the very door of the Wild Taus.

1ère Division de Planète Marseille - "1ère DPM":
Garrison: Base militaire de Corte.
Components: Mechanized Infantry, Coastal defense, Military Police, Artillery... [SUBJECT TO CHANGE]
2ème Division de la Planète Marseille - "2ème DPM":
Garrison: Base militaire sous-marine de Nouvelle-Bastia.
Components: Infantry specialized in CQB, combat in sensible and fragile areas, NBC. Military Police. Surface and submarine support roles.

¤¤¤¤¤We currently have a somewhat regular militia - more akin to Ancient Earth's historical minutemen of 50,000 troopers, and mostly makeshift vehicles.

After the greenlight

¤¤¤¤¤If this demand is greenlit, I will ask the Gallic Union to change my rank from Préfet - in charge of policing, to Brigadier-Général, a purely military rank, suited to the direction of two divisions. The composition of each divisions will depend on how much troops are stationed on Planet Marseille (if any), and how much leeway is given to the Co-Gouvernement de Provence. The currently planned budget for the actualization, preparation, maintenance and operating of a self-defense force on Marseille and the Provence system will be increased and assigned accordingly to the needs of the Provence Self-Defense Forces.

Defense of the Provence Co-Sovereign Space

¤¤¤¤¤Of course, protecting our home planet is our utmost priority, but protecting the tourist influx is also one of our priority, as well as protecting the outer space industry, albeit not as important as in other systems, it is important because it gives jobs. Either way, as explained earlier, the Unione Corse regularly patrols the Asteroid Field surrounding the Tau-44 jump-hole, and the Mer Méditerranée, with its jump hole to the Languedoc system. We have found that Outcasts are reinforcing their attempted entries in Gallia and are sending more and more troops and spacecrafts to test and weaken the Corsican defense of the system.

¤¤¤¤¤The presence of all unlawful groups, such as the Maquis, the Brigands, and sightings of Junkers in the neighboring Languedoc also threatens the system - well-known for being freer than the Gallic Union. We Corsicans do not want to exchange freedom for security, but we need tools to defend our home system.

¤¤¤¤¤Our demand right now is clear, simple and easy: full access to the arsenal of the Gallic Union Armed Forces - 100% compatibility to snubcrafts and gunboat technology, to defend our system "dans les règles de l'art", and of course, full compatibility to Gallic "lawful" armament, and finally, the express authorization for Unione Corse vessels tagged (UC/-) to carry Armament, Munitions, Gallic Marines, Light Arms, Side Arms - and an unexpected demand, the authorization to transport Kemwer Munitions and Volgograd Ordinance. These two can be refused as we should have the same nearby and not to rely on external imports, but this might also be an opportunity for the Gallic Union to be closer to either of them - but I am no ambassador or politican. My priority is the safety of the citizens I have in charge. Period.
