Council of Elders Proclamation.

Hermanos y hermanas

For many years, our beloved empire and the Kusari empire have been keeping a neutral stance toward each other. For the last few months, we been working to get our relationship to the next step. We managed to seal a deal. This deal include the Kusari empire lawful forces and corporation, the Brotherhood, corsairs independant and DTR. The conversation logs can be found here

Here are what you need to know prior to enter Kusari:

- Ship classes allowed: Fighters (all types), freighters/Transports and Gunboats
- Cloak devices aren't allowed but cloak disruptor is
- You can now apply to Kusari Bounty Board
- You can offers your mercenary service to law enforcement agencies
- Piracy within the Kusari empire is now prohibited (see the KNF request for exceptions)
- Smuggling of artifacts/Xeno relics is limited to Shirosato Station in Honshu for a fair price
- You must comply to as before to the Kusari Laws
- If possible, broadcast your intention to enter Kusari space to available naval or police officer
- Avoid any confrontation if possible with bounty hunters but if they do look for a fight, break their teeth.

Don't forget, we are guest there and this is a business opportunity. Has you know, the Sigma front is still unstable. The Gas Mining Guild losing more and more support from the Kusari government hence one of the reason for this deal. We expect this new relationship to scare them off enough so they will shift their focus elsewhere. Keep in mind, the miners are still target of opportunity but por favor, use discretion to remove them.

We had the request from the Naval forces regarding the Liberty Security force and GMG. No need to tell you that you can deal with them the way you see fit. Don't forget to register to the bounty board if you planning wet works on them within Kusari core space.

I would like to invite DTR to also appoint someone to Kusari/Corsairs relationship for kusari. The Brotherhood representative will be Nina Rodriguez ( @Elvinos2003 ). I hope you can cooperate and make this deal profitable for the empire as a whole. You can contact her for any questions or comments regarding the new deal.

Brotherhood Elders,

I would like to take the opportunity to remind you that you do not speak for every Corsair in our Imperio, and you do not represent or control Deterrence. If you've been making a deal that has such a wide impact on the future of our people, you should have involved us in the process as the more dominant faction in the sector. The fact that you've been working on a agreement for months as you say, without saying a word to us, is quite concerning. As well as TBH ships turning away and threatening our allies, which have been supplying our station. A base that benefits our Imperio as a whole. But this is a separate topic, that will be dealt with on another occasion.

Overall, I would recommend that you communicate to us more proactively and effectively in the future in order to avoid such incidents. We've shown tremendous willingness to work with you despite your threats and underhanded shenanigans. Our patience has limits.

At this stage, Deterrence and its Conclave does not ratify this deal. We'll review, discuss, and reach out to Kusari government if necessary in order to ascertain whether this agreement in its present form actually fits with our long term agenda and vision for our Corsair Imperio. Once we've had time to understand all nuances and make an informed decision, we'll proceed further.

First of all, the council isn't brotherhood entity. It's the constituant of the said force, independant elder and, if you had, as requested many times in the last few months, two (2) Deterrence Elders. Since nobody was appointed from your side after many request from the brotherhood, the council deemed that you had few or no interest into foreign affairs and we're working mostly waving war in Rheinland. Prime exemple of your lack of implication was showed when we appointed a brotherhood elder to make an alliance with the Order Primary Fleet.

While we do understand your concern about the kusari deal, it was voted by the current seating elders and Deterrence was concidered as Abstention. The vote was unanimous after debate from the said parties from brotherhood and indenpendant. The latter wasn't hot, like you, at the idea but we shall remind him, as we would like to remind you, that Kusari has been, for many years, one of the few houses where they have concideration for our people. This deal is based on the need for the empire to grow it's incomes to prepare the future front.

This initiative is also a way to make sure our combat patrols looking to destroy outcasts doesn't get attacked by any Kusarian forces. It's to ensure safety and survivability of our hermanos y hermanas. Since the deal is sealed for the whole corsair empire. While we do understand that you won't be part of this deal, it's going to include you as member of the empire like it or not. The Elders are still waiting for you to name two (2) members of your conclave.

For all personnal request regarding issues between the Brotherhood, the council concider that you should contact them directly. Such childish behaviors from both side is none of the council matter unless it's degenerate in a civil war. We hope you will review your position regarding the deal. It's similar to the current one with Gallia to the diffence that we didn't needed to endanger our battleships on a front line to prove that we can be trusthworthy. The deal was proposed years ago when kusari opened it's doors to the corsairs pilots but was overlooked by some of the former elders*.

Brotherhood Elders,

Let me be crystal clear - you do not speak for nor have any authority over Deterrence. You do not have authority over the Corsair people as a whole either.

As we've flagged to you in the past, I will say again now publicly - there's no way we would join such a supra-factional organization under the conditions you've presented. You may stack your so-called council with Brotherhood and alleged ''independent'' sycophants all you want.

Why would Deterrence join an organization, where TBH has a majority and can overrule any of our decisions due their self-appointed ''independents''? Why would TBH and Deterrence even have ''equal'' power when the reality is that our contribution is vastly superior in virtually every metric possible. Why would we join a system that does not reflect Corsair reality?

Who does such structure benefit and is it reflective of our society? You did not address our issues or concerns. Let me remind you that it was your representative that left our embassy shouting profanities about Deterrence over the construction of Sanctum, before any negotiations were concluded on any topics. We were then told that TBH will pursue their own agenda moving forward. This is not a TBH agenda, this is a decision that affects our entire society.

We also have records of the Brotherhood claiming they will destroy a sovereign Corsair infrastructure.

They continuously harass our suppliers despite established deals, as per the most recent incident. Furthermore, you must take me for a fool because it's quite evident that this so called deal was only for the benefit of the Brotherhood.

It was only on the behest of the Kusari government, that you decided to consider notifying the rest of us. It's clear to me that this ''Council'' of yours is just a sham to push TBH agenda, when in essence, the Brotherhood is a minority in Corsair space and overall, a small player.

Your next points honestly belong in the realm of fiction. You must have not left Crete very often. It's Deterrence's fleet that has won all recent victories against Rheinland. Both domestically and in New Berlin.

As far as the Order, negotiations about our alliance with them predate as far back as last year and it was us that pushed for this development and ratified the treaty together with the Order. Deterrence had the foresight to see the danger of a Core - Outcast alliance and made the necessary arrangements to ensure the safety of our people. It was both the Order and Deterrence's mutual providence to include you in these conversations recently. Welcome to the fiesta, you are quite late though. No need to thank us.

In fact, this begs the question - Where were the Brotherhood forces during the Nomad incursions? Or the raids to Bretonia and Malta? Or the incursions to Omega?

Where were the Brotherhood forces during the siege of Sanctum? Where we overcame the largest armada of Outcast and Core vessels? You hermanos must have been busy peddling salvage to your base or pirating a lone Zoner shipping materials to Sanctum? Or maybe you were hiding under a rock, when the real battles begin.

It's my people that do the fighting, the dying, the supplying, the smuggling, and the raiding. It's our sweat, blood, and tears that have pushed the Corsair Empire forward. You don't need to tell me about ensuring the safety and survivability of our hermanos y hermanas. My men and women do that every day.

So maybe the question needs to be asked, who exactly do you represent? And does this system actually work? I think we should consider establishing a Corsair Conclave that actually takes into consideration real merit, or military power, or economical sustainability, or successful diplomacy and relationships, or actual manpower. Tangible contributions, lo entiendes ahora? And the seats in that Conclave and their number needs to reflect that. And independents need to get a fair representation, not be picked by the Brotherhood.

I am happy to initiate that motion and offer a fair system for all. Perhaps, it's time I looked inwards into our society as it looks to me, that reforms are necessary.

So I'll reiterate, the deal is not sealed for the whole Corsair Imperio, as Deterrence was not informed, nor have we provided a decision. Me and my Conclave will review the agreement, decide on its merits, and if need be contact the Kusari government and discuss things at length.

Deterrence does not bow to foreigners. A word given, a bond made, never broken.
