The Kusarian delegation remained quiet, listening to the Brotherhoods and Deterrence's vast list of demands. While Secretary Ishimaru was busy writing down a handful of bullet points, mostly regarding the Corsairs demands, Umehara got his shoulder tapped on by the KNF man just when Nina concluded her list. The tap was unconcealed and clearly held indications on the man's opinion as well as on what Umehara would say in the following.

Umehara himself formed a rather strong opinion on his own during the past minutes, the way they greeted them, the rushed methods. He did not expect the fine art of diplomacy from Corsairs, though he had issues hiding his true opinion and speak diplomatically himself now.

"Executor Ravenna, Centurion Rodriguez. We thank you for informing us so thoroughly about each of your parties expectations and desires. Naturally, we expected a degree of eagerness, though I wish to remind everyone here that this negotiations are the very first steps on a very long road to a full-scale formalization and implementation of official relations between the Empire of Kusari and the people of Crete."

Umehara briefly rearranged his position on the chair, folded his hands and briefly let his view sway over to the Naval Forces representative, who merely gave him a nod. Only then did he continue, calmly speaking:

"We shall begin with addressing the points which were expected to be brought up by your side and thus received ample of attention within the relevant state organs prior to this meeting.

The Defence Ministry has settled to disapprove of officially including any Corsair vessels as hired mercenaries. Instead of access to regular bounty board work, the Empire of Kusari is interested in ratifying an unique contract with the people of Crete. We shall dive into the details of such a contract a bit later.

Additionally, the Defence Ministry, alongside the Shogunate and the Board of Admiralty of the Naval Forces settled on multiple restrictions to be imposed on Corsair vessels until the people of Crete have proven themselves as sufficiently trustworthy: No warships will be permitted within Kusari space, all such vessels will be treated like any other foreign warship. Vessels of Gunboat-class shall be permitted. No vessel bearing Corsair identification codes will be permitted past the Honshu system within Kusari.

On the topic of Shirosato Station, we have good news for you. The business opportunity represented by the trade flow to and from the station was already forwarded to the relevant parties and negotiations are on-going independently from this summit. This includes Samura's vast number of food related subsidiaries.

Matters such as the cultural exchange or our relations to the Gas Miner Guild shall wait, as I expect a significant amount of questions and points from your side already again."

Umehara nodded slightly, his eyes meeting the Naval representative's again, who now stood up, briefly walked to the Secretary and whispered her something, before he kept staying at roughly two meters from his char. Waiting.

"So they are playing it safe and cautious as expected." - Ravenna thought to herself, but remained expressionless on the outside.

She could instinctively tell that her Praetors were not happy with what was offered. Under other circumstances, she would have pressed her demands. Unlike the other smaller groups here, Deterrence had more options. Her assets were significant - both in manpower and ships. It was expected of Kusari to push back on some of the terms, but it was useful to see how much and where would the line be drawn. For now she was more interested to play along and see how this unfolds. The internal discussion would have to wait for the road back or while enjoying something strong on Sanctum. With an aura of authority she gave a meaningful look to her Praetors, then stood up again, speaking out for all to be heard:

"Secretary Umehara, given your words, it's clear as day that the Empire of Kusari does not wish to officially announce this newfound relationship between our people yet. I, for one, understand that trust is a currency that is hard-earned and easy to flounder. Your cautious approach is well warranted, especially given our ruthless reputation. Let’s start from somewhere and see where it takes us."

With that, Ravenna relaxed and sat down comfortably again. While resting her gaze softly on the Kusarian secretary, she resumed her point:

"In regards to the restrictions you're imposing upon our vessels, while not exactly welcome, it will be adhered to by my men and women as soon as all the other terms are finalized and signed. As for the other points, I'll need to hear more details before I can answer with certainty, but it's looking promising as a start. How similar would the terms of this contract be compared to the 'public' contracts one can browse on the Neural Net? I am also keen to understand more about this trade agreement you propose and hear something more concrete from you. I do enjoy working with data and numbers.’’ - a mischievous smile lit up her face.

She looked at her audience expectantly, curious to hear how the discussion will develop.

The representative of The Brotherhood listened to Uhmehara. Hearing about not being able to be a ''mercenary'' within Kusari angered her. And also the fact of being limited to Honshu system only. However, she thinks it was just for a moment until Kusari trust her people. About the GMG, she did not really care about them. ''So... you say we can't be hired as mercenaries? Then, how are we supposed to gain the trust of your people? I am curious to hear what you will suggest. The Elders were clear on this and it was to not do piracy against anyone inside of your house. But even so, people need something more such as actions taken. For example, taking down a Chrysanthemum or Outcasts.'' Nina Rodriguez pauses and eyed to everyone within the room. She stood up and restarts to speak. ''Among The Brotherhood and maybe among the other corsairs, I am the first one trying to gain the trust of your people recently. Probably some Naval Forces have already seen me being neutral and respectful. I even gained trust of the Kusari State Police. I once escorted the governor of Honshu to make sure nothing would happen to her safety.''

Secretary Ishimaru quietly handed the Naval representative a data pad, who immediately skimmed through the figures and text on it.
Umehara, on the other hand, gave the audience a slight smile before speaking up. He had noticed the Deterrence's reaction, thinking to himself that they were surprisingly calm despite facing such hard restrictions.

"We understand your disappointment, however, you said it yourself. We have to start from somewhere and we will do so. I shall give the word to.. eh, our Naval Forces representative. He was also briefed by various other institutions and will explain the contract work as well as the details of the trade agreement."

The Naval Forces representative, suspiciously still unnamed even by his 'colleagues', raised his voice:
"I am pleased to see that at least one party is capable of comprehending our reasons and that such a deal is far from being without value. The nature of the imposed restrictions is a simple one; The Empire is unwilling to fuel propaganda machines aimed at ruining its public image. The officially announced tolerance of Corsairs, in addition to employing your pilots openly, would not only fuel domestic propaganda but deliver foreign entities a lot of ammunition as well."

He went silent for a second, analyzing the Corsairs facial reaction. He had no love for these pillagers, not many did within Kusari. "This was designed as an experimental attempt, not more. They were not to know it, of course, else they would get upset in their usual pitiful but violent ways." He thought.
"The trade deal involves 500.000 koku of Rice per month to Shirosato, equal to 50.000 standard units, for a price of 960 Credits per unit. This price is sixteen percent below the average on Planet Honshu. Furthermore, the groups represented here will be free to sign a contract of similar nature to the letter of marque once issued by the Bretonians to a ragtag band of pirates. Seeing as the people of Crete are by far more capable than such.. grotesque figures, the contract naturally involves larger payments and a wider scale of operations."
He briefly paused again.
With a nod towards Ishimaru, she stood up and took the data pad from his hands. She placed it on a small table with a device in a corner of the room. Soon a document was displayed on screen, for everyone in the room to read.
"Let us dive into details here. Please go ahead and read it."


Mercenary contract "ToKei"
  • The signatory parties (SP) are hereby employed by "ToKei" as mercenaries.

  • The SP, by signing this contract, are bound to a non-disclosure agreement towards non-contract parties regarding all contents of this contract.

  • The SP are eligible to hunt vessels of the following identification codes within the Honshu system: Outcasts, Blood Dragons, Golden Chrysanthemums, third party Cardamine smugglers.
  • The SP shall be rewarded as following:
    • Cardamine smugglers: 20.000.000 Credits
    • Transports: 12.000.000 Credits
    • Fighter, Freighter and Bomber crafts: 10.000.000 Credits
    • Gunboats: 14.000.000 Credits
    • Cruisers: 22.000.000 Credits
    • Battlecruisers or Battleships: 35.000.000 Credits
  • The SP may assist local law enforcement units in combat but are required to fake hostile intentions towards the law enforcers. (I.e. "prioritizing targets").

  • The SP are eligible to conduct their usual business within the Sigma Sector with the exception of attacks on Kishiro Technologies assets.
  • The SP shall be rewarded a standard fee of 10.000.000 Credits for the destruction of Outcast, Golden Chrysanthemum or Cardamine smuggler vessels within the Sigma Sector. This fee applies regardless of ship class.

  • The SP may receive occasional special targets by "ToKei", with payments between 20.000.000 and 250.000.000 Credits issued.
  • The SP may send intelligence data they deem crucial to "ToKei" and its affiliates. The sum of payment will be settled through a case-by-case basis.

  • This contract can be subject to regular reviews by "ToKei" with announcements towards the SP.

The centurion took a moment to read what was written on the contract. It took some minutes and already, it was not good enough. If an Elder was here, they would think the same thing. She broke the silence. ''It does not make any sense! Why is a mercenary contract limited to Honshu system? Not only that but you want us to ''fake'' hostile intentions towards law enforcements? How do you want us to gain trust from your people in this case? Unfortunately, the current terms don't look workable to us.''

She paused and added the final words. ''Warriors of The Brotherhood are unable and unwilling to work under conditions that limit them to the point of feeling like they're caged and shown such a low level of trust. With that said, this contract will not be signed as it is. Furthermore, I will have to fly back to corsair spaces to inform the Elders about the current status of the negotiations and they will have a meeting to make their decision.''



RE: The Hawaii Summit - Ravenna Nagash - 09-15-2022

The negotiations were dragging on as predicted. The Brotherhood representative was clearly unhappy and her words made no effort to hide it. The Custodi delegate sent was a puppet, so Ravenna didn't expect anything meaningful from them.

Before she could react, her small data device sent a sensation to her arm.
"Great, priority update. Those are never good, and what a perfect timing." By now, she came to associate the feeling negatively. Her body tensed and the hair on her neck stood up.

''Fellow representatives'' - she smiled warmly - ''Seeing it that we might be here for awhile - a quick intermission perhaps? I think half an hour should be sufficient for us to refresh ourselves after the journey.''

The Kusari delegates didn't seem to mind, still focused on the Brotherhood's response. Her interjection softened the previous tension in the room at least temporary. Ravenna gave a meaningful look to her Conclave members and advised them to stay and look into the treaty in-depth. She then excused herself with a polite nod, and with some escorts in tow, she left for the Lacrimosa.

No doubt, the Kusarians were monitoring them closely. She boarded the vessel alone, wanting to ensure there are no eavesdroppers, or any recording surprises. Ravenna ran a scan on the ship as well for anything planted or any potential unwanted guests since landing. It was clean. Quickly checking the updates, she bit her lower lip.


''Damn.''

Two progress updates - one from the task force dispatched for Samura Industries, one from the engineers working currently with the Unioners. And a final one - about the Outcasts invading and targeting Corsair stations in Omicron Xi. Their fleets were moving on attack approach.

She quickly recorded a message for Samura - they would definitely enjoy that report, attached key points and data. She did the same for the Unioners - it was time for another meeting and to see the fruits of the labor. Finally, the one that required most attention - a call to action for all her forces. A lousy time to be away from home. This negotiation's conclusion would have to wait.

She triple-checked the encryption on all the messages. It was the highest possible and she made sure it was undecipherable. Ravenna still felt paranoid - luckily she had planned for this. Her fingers tapped efficiently on the console, running a routine maintenance check to mask any emissions. She had ordered for another ship to stay stationary in orbit - it was far away to avoid any detection, on top of being cloaked. It would serve as a relay and with its precise coordinates - she tight-beamed the information directly. She had a few minutes to spare and she relaxed on the chair, biting her finger deep in-thought. She always masked and hid the nervous tick when in front of anyone else.


''Time to get a move-on before my hosts get suspicious. And time to get home as quick as possible. I need to oversee the defense in Xi.'' - she slapped her knees and got up.

With an even pace, the woman returned to the meeting room with her escorts after getting thoroughly checked. She gave them an innocent look and a ''Come-on, who me?'' shrug.

Her entourage was analyzing the proposed treaty. With the discussions starting, she began again:


"Secretary Umehara, we find your proposal interesting to say the least. We would like to give the document its proper attention and consider it carefully. There's a lot of variables at stake here. Please provide us with a copy of this treaty as well as any supplementary information, and we'll review it and deliberate. Once we've reached a decision, we can organize another summit. Or alternatively, conclude our negotiations remotely."

"I am reliable in my partnerships and I would like to give this the proper attention and thought, it deserves." - she concluded in a serious tone.

She would have liked to enjoy this trip more but time was of the essence and the call of war doesn't wait for anyone. She had a battle to plan.

Umehara made no motion for most of the time. He had received orders to fully entrust the negotiations to the ominous Naval Forces man in case the Corsairs grew displeased.

The Naval Forces man, in reality serving the head of operations of an officially disbanded division directly answering the Emperor's will, waited for the return of the Deterrence representative prior to reacting to the Brotherhood representatives little outburst.
"As you may have noticed, esteemed representatives, this is a first draft created in a joint matter between several of our own institutions. It may be subject to adjustments, same for everything else a final treaty may include, however a few key elements are non-negotiable for the Empire."
He briefly paused, letting his tone grow from soft and calm to a more direct one.
"The priority point regarding Kishiro Technologies will not be adjusted. The hunting zone will remain restricted to the Honshu system, this does not restrict the tolerated movement of Corsair vessels of the respective permitted ship classes in other Kusari systems. The hunting zone will only be adjusted once the Empire reaches the conclusion that a solid level of trust beyond some individual cases between the Corsairs and the Empire of Kusari was reached. - Points such as the sum of payment, the Sigma clause and the deal surrounding Shirosato Station shall be reviewed by your people and a conclusion be reached remotely."
He did not wait for their reply to stand up, turned the monitor off and took the data pad with him. He paid no farewell and left the summit on his own.

"Please apologize his sudden disappearance. As pointed out, we shall conclude this negotiations in a remote nature. We are most grateful for your appearance here today and while some issues could not be solved, I expect our people to reach a mutually beneficial deal in the end."

Umehara dismissed further comments and after a lengthy round of individual goodbyes, departed together with Secretary Ishimaru.
The Tokkeitai asset remained on the Hawaii to discuss matters with the Hogosha independently.

It seemed like the meeting was concluded. After everyone had vacated the room, the Custodi pair reconvened in the hangars.

"I'm not a diplomat, but this seemed like a waste of time," Kosti spoke in her usual manner of an eternal malcontent. "A meeting that could've been a comm. Why were we even here?"

"I don't know, really. I suspect Dia thought there would be a grand treaty negotiated, not some glorified bounty contract. Maybe if she had been here instead of all these Dorians—"

Kosti scoffed. "Yeah, and if we negotiated with Golden Chrysanthemums."

"Ah, sense of humour, you've practised I see," Telly chuckled. "Bravo, if you keep that up, who knows, maybe in five or ten years you will no longer be stiff as a log. What I meant to say is that too many cooks spoil the broth, and committee meetings rarely reach good conclusions. I know that Dorias are, for the most part, daft hardliners, but I guess these Deterrence are made of the same stock."

"I guess you're right," Kosti replied. "It's better that we're here and they didn't talk about Nicosia or Cyprus than if we hadn't been here and they did. I guess that's the only thing that Dia cares about, seems to me."

"Perhaps she'll work something out," Telly nodded. "I guess we're done here, then."

The woman shrugged. "Sure. I guess you aren't dead, so, my mission is accomplished. Let's get out of here."
