Rheinland military ID, to be specific. Yes.

Rule-wise, you can use it on any ID that allows the ship class, but you will experience reduced power output if not using it on Rheinland ID.
And also Rheinland will probably be upset that you're stealing their ships.

Not just Rheinland capital ships, Rheinland civilian on different ID will give you trouble,
