Guten tag, esteemed Offiziere.
You are no doubt aware about the racing event, hosted on Bretonian territory by All Worlds Enterprises. I have a simple request regarding this event.

We were planning to enter a representative of the Kaiserliche Rheinwehr to participate in the race. In order to do so, this individual (and their replacement) would require transportation to Dublin through the core of your Kingdom. I propose that a registered Rheinwehr transport be granted passage to Battleship Hood and back to the Omega systems for a full day before and after the event.

The name of this vessel is the HM-Schoneck, and it has a complement of 40 souls on board. Two additional individuals will be traveling on this vessel - the pilot who will participate in the race, and their replacement, both of whom are enlisted Rheinwehr personnel. Files outlining a summary of the service history of the pilots and the transport crew have been attached to ensure transparency. The crew of the vessel and the event participants have been instructed to remain on the ship unless participating in race functions.

Esteemed allies of the Crown,

The Admiralty Board highly welcomes the Rheinland Military's proposal to send a delegation that will participate in the racing event within the Dublin system. We are dedicated to ensuring the safety of those that wish to visit the Kingdom of Bretonia and, as the Rheinland Military has proven to be a capable and trustful ally of the Crown, the request to enter Bretonian space is granted. Should escort ships be needed, please do not hesitate to reach out to us as we remain committed to respecting past agreements with House Rheinland.

On the topic of past agreements, the Admiralty Board also wishes to renew negotiations regarding the state of the treaty signed by Mr. Sommerville and Mr. Von Thielau to reflect the close relations between the Kingdom of Bretonia and the Empire of Rheinland. Should the Rheinland Military agree with this proposal, we will present the amendments thought of since.

I am glad to see your approval of the delegation. The vessel's commander will contact one of your captains over long-range private communications approximately 24 hours before the event is set to begin.

Regarding the agreement you mention - I have been instructed to forward all such requests to established government channels. The Kaiserliche Rheinwehr will continue to uphold all sections of signed agreements so far as they are not opposed by the government of Rheinland. As I understand, Großadmiral von Thielau has not been authorized to re-negotiate any standing treaties at this time. He is currently overseeing a number of re-structuring initiatives and is in close contact with members of the Hochadel regarding matters of state. Unfortunately, I cannot provide a timeframe for these matters, as they fall outside (and frankly above) my jurisdiction.

Esteemed allies of the Crown,

We thank you for the informing us that the appointed delegation will contact the Armed Forces in the field once it departs for Bretonian space. Patrols will be ordered to await at the Elbe Border Fortress as per the signed agreement until the arrival of the convoy, upon which it will be escorted to the Dublin system. We advise the Rheinland Military to maintain the transport ship moored with the HMS Essex for the duration of the event, and to utilize civilian shuttles for the trip to the Hood to maintain safety precautions.

Regarding our request, the Admiralty Board wishes to amend Article 6 of the Omegas Security Agreements, specifically the permanent ban on Auxo vessels, to the the following: "The Empire of Rheinland engages by the present agreement to allow a total of 2 (two) warships of cruiser class or higher to undergo maintenance at Daumann dockyards. In return, the Ministry of Defence will cover all expenses for the vessels and personnel during the maintenance period."

We hope that our request is most understandable in light of the significant losses of life and materiel during the Gallic invasion and other subsequent conflicts in and around the Kingdom of Bretonia. A copy of the treaty, with the addition of the amended article, is attached below for viewing and for the Rheinland government to best grasp. We also transmit that the presented issue of the march of New Anglia will be amended with due haste following the request by the Rheinland Military prior.

I apologize for the lack of clarity in my last transmission. I simply cannot respond to treaty-related matters. Your recommended modifications have been forwarded to the relevant channels, where I am sure they are already under discussion. I can understand your frustration - both Admiral von Herzsprung and Großadmiral von Thielau are currently under multiple obligations to the Hochadel. In the meantime, we as servants of our respective Forces must try to uphold out existing agreements to the best of our ability.

I should mention that our pilot arrived without issue. Kapitänleutnant Boll of the Schoneck has sent over confirmation of a successful escort arrangement to the Hood between himself and one of your vessels. I thank you for your hospitality, and hope to be able to respond with better news in the future.
