Allow me to introduce myself. I am Don Alejandro Harabero, Explorador Alfa of the Maltese Hyperspace Starfleet. Our nation has met the Core several times before, and we have fought alongside eachother against many fierce foes. Together we have repelled and invaded the Corsair and Order threats, defending eachothers interests.

I believe this may be expanded on. The Corsairs and Order are an ever present threat, and we must be able to counter that.

Mutual treaties between our nations may show benefit. Adaptability is a necessity in the Edge Worlds, and these may be the steps that must be taken to ensure a better future for our factions. As well, we have noted an Interest in Cardamine from your high command. Naturally, we may advance this in many ways. Allowing Cardamine to flow and reach those who have been blessed with it, as you see fit.

If relations were to proceed, a priority supply of Cardamine may flow throughout the Edge Worlds and any within the Core you wish to grant our Orange Blessing to. There is enough to meet the needs of member that finds it suitable. On the contrary, it may also strengthen ties between our factions, leading to our prowess dominating the Omicron systems, spreading the Orange Dream and the Core vision across Sirius. Your approval to allow this to proceed without hinderance may bring forth all these.

I find it very pleasing you are willing to have an open mind in regards to Maltese society. Many do not share that benefit. Joint logistic operations would be a very good thing to work towards, to strengthen our combined forces. I do not have anything specific in mind at the moment, however, there are various commodities that would allow for further cooperation and power.

As for Cardamine - I do not see how you may be "overstocked" with such a blessing, however, we will respect your wishes. You must realize, though, that us Outcasts require Cardamine. We must bring Cardamine with us for any logistical operations, if not endorsed, it must be tolerated to be used by our citizens and allies to allow this to proceed. Although, I am sure this will not be a problem.

To opening stations for commercial purposes, I believe it is imperative that both of ours must be opened. However, I would advise caution while traveling within Omicron Alpha. While the Starfleet is a large collection of Cartels and Dons and have a large force and influence within Malta, we are not the only inhabitants. Many Cartels and Dons do not share the same outlook on the Core. For safety purposes, I would believe it wise to travel with overview of the Starfleet, or with permission gained by those Cartels.

I believe a convoy and joint operations may build ties between our nations, and lead to further cooperation and good first steps to take to test the waters within this project, as well as the plausibility of convoy logistics and safety. If successful, this will ensure diplomacy and supremacy throughout the Omicrons.

While I find this to be a small agreement in the scheme of cooperation, there is also nothing wrong with this.

In response to our access of Rho and Delta, you may station your "light strike group" in Ruiz base. However, it will be supervised so nothing wrong were to happen to or by their hands. We will also need clarification on the size of this strike group. If you require any backup or the Corsairs counterstrike, our vessels will always be ready to disassemble their crafts.

For access purposes, we expect full access to all logistical and repairing facilities within the Omicron Rho and Delta systems. If this deal is approved by both parties, we may coordinate a convoy to one of those systems to test the waters. Our pilots will have enough Cardamine to sustain themselves for any journeys, as is standard practice.
