I am Having a Problem in My Game. My Scroller is all the time fixated on either Top or the button because of which I can go through any of my Lists including Equipments, Cargo, Reputaion any

Try doing Alt+Enter to enter windowed mode. This is an older game and some resolutions can cause issues with scrolling and pressing the up and down arrows.
