Dons of Malta,

I arrive bowing before you with a humble request in light of our recent accomplishments made by the respected Fiorella of the De Marco family. I am an old acquaintance of her, and although we have spent little time working shoulder-to-shoulder, we have nonetheless spent sufficient time to reach the sensible conclusion that the power of Malta can only reach its zenith through careful diplomacy and ruthless actions against our enemies.

As Fiorella has, for the present, returned to Malta, I request that the role of representative regarding the Independent Worlds, more specifically the Kepler and the Galileo systems, be transferred to myself, until her timely return. I have a great many plans for this, and I pledge that, should the Dons entrust me with such a honor, I will do my utmost to make Malta's enemies bow, and bring a new system through which we shall deal with our loyal subjects in the before-mentioned regions. Though I have offered little details, it is my hope that we may discuss any concerns in this comm channel at the right time.

I must say this comes as a surprise.

We have certainly heard of De Marco before, however we have not dealt with you. We would like to know more about yourself, and some of your accomplishments or capabilities that would merit such an operation. Or a "transfer of power" as you put it. As previously stated, we have not dealt before with you inside our knowledge, it would be a step forward to shine a light on any merit you own.

Moreover, we would like to know more about the operation itself. The systems of Galileo and Kepler are not exactly our "loyal subjects". It is situated between two powerful houses, and is mostly a secondary route for Cardamine operations. In this regard as well I would like more information toward what exactly you plan on "establishing a new system", and what that involves for other aspects of Malta and her dominion.

Mr. Harabero,

I am honored to be speaking to you in person, as it is not every day that one receives the responsibility of managing such talks. Nevertheless, it is not in my interest to divert significantly from the main points, so I shall begin in earnest.

It is however with great sorrow that I mention that my past accomplishments are not many by number and far between in terms of either glory or immediate gain, as I have stayed on Malta for 50 years. In those 50 years, I have studied how the Houses operate, and learned even more about the various groups inhabiting the independent Worlds, although some remain yet to be understood. Aside from this meticulous studying, my time on Malta has also been spent helping my family with the large harvests of Cardamine, which I have grown quite interested in as much as looking outwards at the other regions of Sirius.

In terms of combat expertise, I have been part of a highly-trained, albeit small, cell of the Maltese nation, with Fiorella present in it as well. My time in the group was spent training in the field of ship commandeering, or, more simply explained, I trained to become one of the many people serving on the bridge of a warship.

It is my hope that with the grace of the Maltese Dons, I may be able to expand my knowledge beyond the present matters I have studied, but also that I will contribute significantly to the Maltese society, both now and in the coming cycles.

There remains one last aspect that I wish to touch upon, and have been asked to: the proposed reorganization of the Galileo and Kepler systems in the diplomatic standing of the Maltese nation. Thusly, to begin, I shall state that the proposed overhaul of our diplomatic system will not be a rigid system, but one based on mutual understanding and cooperation between, as Sirius classifies us, Outcasts, and the inhabitants of regions under our influence. The proposed method through which this approach shall operate is a strict system of vassalships, through which we receive significant sources of money, and, should the need arise, even discreet access to installations, and in return serving the owners of any such installation with a promise to defend them against threats to the best of our abilities.

I propose this in light of the growth of Malta on the stage of Sirius, becoming more than a simple hub for Cardamine exports, and with the potential to slowly, but surely, begin amassing forces for the complete subjugation of the sector, with the Golden Dream and an extremely pragmatic system as the basis for this bright future. It is only logical that we begin, as the old saying goes, testing the waters, so that our approach may be as flexible and open to outsiders as possible.

The benefit, as I have said earlier, is immense. Not only can Malta refill its coffers in but a fraction of the time it would take to do otherwise, but it would lead to major changes in the sector, which I hope that the Dons and other competent individuals in our society will be able to take full value of.

I have put my theory to test also, by delivering a short, but simple request to one of our older customers, which may be found here: [X]. With that, I end my transmission in hopes of having explained all that has been asked for.

There are a few things I must address first.

First and foremost, the system you propose of "vassalship" is difficult to uphold. While the Galileo and Kepler systems are not under direct control of houses Liberty and Kusari, there are... Other difficulties which arise. As I stated before, it is difficult to gather destructive capable forces under their noses, nor do we find it a particularly prominent cause. If you desire to deal with some who may have some warships in that area, I suggest you contact the Liberty Rogues.

Secondarily, we regret to say we have yet to receive and have not yet received any suggestions by De Marco of you.

However, I am not one to keep a closed mind. If you demonstrate excellence and prowess within these areas, for example by establishing contact with the Rogues or other forces within, and adding credibility to the feasibility of your plan, we will take into greater consideration those systems, and very well consider your request.

However, this is not a closed matter. There are various other topics I am sure you wish to discuss for bringing this together. I would enjoy we leave this channel open, for further discussion, or if you were to need assistance on your journey. If it benefits the Orange Dream, we are after all, open minded towards it.
