Backround
In order to protect the populace from the Insurgents, Congress moved on to assist Planet Erie, providing military protection and supplies to the populace. After the initial uproar the situation has settled down, we have reported literally zero incidents with known native Zoners since Operation Pesticide, life is returning to normal as Liberty prepares for our final push against the Insurgency that will make our house whole again.

Small foreign warmonger pockets
Although the situation between Liberty and local Zoners has stabilised on all but paper, small pockets of Outcast-controlled foreign war parties continue to attempt to abuse the situation. They have even attempted several terrorist attacks against our future - the children of planet Manhattan itself, proving once and for all that the Zoners of Pennsylvania are the last thing they care about - destruction and enabling the drug and slave trades of the Outcasts and Rogues they fight hand in hand with is what they are after. Many reports of potential Cardamine addiction, terrorism, slave trade and further crimes have been coming into our reporting offices about these Foreign Warmongers.

Danger level : Minimal
We can safely say that despite being enslaved and supported by the Outcasts, the foreign Warmongers have little to no impact. They clashed with the resolve of the First Armada, Libby Harrison and James Silverton of LNS-Bounty and LNS-Storm respectively delayed their first surprise attack fearlessly before reinforcements crushed the foreign Zoners. There is no actual danger to Liberty's citizens, we will be ready.

As to how they are logistically capable of supplying these small attacks. Today our Raptor Commander Vanguard has tracked one of the foreign transports in Pennsylvania. We now know they have a supply hub - a possible retrofitted Colony Vessel or a makeshift base of operations either in the Scranton or Driftwood Asteroid Fields, and with the Alma Embargo being enforced it is only a question of time before we smoke them out.

There is no threat, there is no danger. Citizens of Liberty, believe in the wisdom of the Congress, relations with our native Zoners are returning to peaceful normality, and the Warmongers pose no threat and are dealt with easily. The imminent defeat of the Insurgency will mark the beginning of an era of unprecedented lasting unity and prosperity of Liberty.
