Bug: Noticeable, distracting ''choppiness'' of gameplay while on a high refreshrate monitor

Reproduction Steps:
- Run fullscreen mode with two monitors. Performance settings ingame do not seem to impact the perceived framedrops.
Additional Information: Nothing extra, seems to be the only game I have to suffer from such an issue.

The updated d3d8.dll fixed it. Dude, thank you, I had this issue for literal years and it was one of the reasons why I stopped playing PVP..
