Reproduction Steps:
- Buy H-Fuel from any location selling H-Fuel
- Bring H-Fuel to Thames Outpost in New London and attempt to sell
- "Dealer Not interested"
- *Sad Face*

not a bug, Thames is a reseller. resellers do not buy HRCs such as H-Fuel.
