Allow me to present you with a mutually beneficial proposal. In the course of our Karlsruhe clean-up, we couldn't help but notice the sad state of affairs in Cologne. Moreover, the system itself is hardly safe - our vessels have had sightings and encounters with Outcasts, Corsairs, Hessians, Unioners, and common pirates. While the presence of the Altenburg is reassuring, I am not confident that the Militar is ideally equipped to handle these annoyances, seeing as their task is to prevent the repetition of the previous sad state of affairs in the system. Therefore, I propose the reconstruction and employment of Olpe as a border station. With the salvaging of Dortmund nearing completion and really outside of our hands, our mining crews are eager for additional employment. I propose that we examine the current wreck for any valuable materiel, and begin rebuilding on either side of the jump gate. Smelting can occur at Eupen, but I will also be approaching the new owners of Koepchen in Cologne about this opportunity. Wuppertal, meanwhile, can serve as the base of operations for this initiative. Now, the only thing remaining is the matter of cost. I propose a simple solution - a complete quarterly licensing fee waiver for Eupen Handelsplatz. I can assure you that even based on the most conservative estimates, the operation will likely cost upwards of 5mil SC, assuming no major setbacks. I need not tell you that such a sum would cover years of licensing - you may take this as my commitment to establish SEO in Rheinland for the long-term.
