Good day Mr Royce,

I'm Keira Caffrey and currently oversee the Vespucci operations on behalf of the Cleveland Station Survey Company under Bristol Constructions.
We've recently taken over the old Veracruz Munitions station and powered it back up. The station is currently serving as a storage depot and crew quarters for operations within the deeper Independent Worlds.

While I'd like to offer you to inspect the installation, it is currently not safe. The installation is not entirely stable and we've been struggling to access some of the deeper internal sections. As such the IFF system is semi functional. We've managed to push through a greenlight for your organisation though. We're repairing some of the defenses and they should not attack your craft.

If you need anything else let me know. Though please announce prior visits, we've spotted unknown contacts in the area and have our combat craft on patrol.
The carrier BCV Denver should be entering the region soon. I'm telling you to avoid any potential issues, it will merely supplement Veracruz Munitions while it's being brought back online.

There are therefore no demands we would make of you. It is however requested that you maintain a closed door policy to ships hailing from the Technocracy or elements aligning themselves with the "Commonwealth". Should these elements try to "persuade" you to do otherwise then please report this to us and we will accordingly dispatch a force to adequately deter their ambitions.

I am additionally advised to inform you that certain local elements viewed favorably by the Xeno Alliance would take offense at any overt attempts to recover salvage from the system-wide graveyard. Confine your operations to the base as far as possible and avoid widespread salvage reclamation.

Good day Mr Royce,

we've not seen or heard anything from them yet. The Commonwealth hasn't been a thing for quite a while, I doubt we'll see anything from it now. It was almost an amusing conversation when someone showed us a Commonwealth passport at dinner yesterday.
As for the Technocracy, what's the problem there? Personally only heard good things, prompt payments, starting no fights, that sort of stuff. If you have a reason for why they're dangerous let us know please. Otherwise we'd rather not get between your two groups if this is a local issue.

As for the wreckage, are they claimed already? We've not noticed their trajectories being too different from projections. That leads us to believe they've not been disturbed too much. We're not here for that as a priority, so it's not exactly a loss. But there might be parts we could reuse, resell or smelt down. There's not a whole lot of spare metal in good condition in direct vicinity. Does this recovery prohibition go for both Insurgent and Navy craft or just one of the two sides? We can offer a service to split these for that third party for further use. The one thing we hope is definitely not off limits is Marshall. In a way all we're doing is... reclamation.

And if that Freeport already negotiated salvaging rights with you or that third party, we're willing to renegotiate or take it up with them. If the Freeport is aligned with your cause that would be good to know. We've not yet contacted them.

To summarise:
• I'm curious as to why we should keep Technocrats out, something we don't usually do.
• Why are you worried about the Commonwealth?
• Details on wreckage ownership.
• Relations to the Freeport.

I'll answer in sequence.

Technocrats in this situation would include members of a despotic band of raiders. A number of former, highly zealous supporters of the fascist regime that ruled over Vespucci prior to the formation of the Commonwealth have deluded themselves into a crusade to see the Commonwealth restored. Therefore, it would be prudent to lock their deranged and drooling propaganda parties out.

My point regarding the Commonwealth should be explained by the above.

Wreckage in the system is subject to an already standing agreement between the Xeno Alliance and the Atacama Cohort. The Cohort are a group of former Legionnaires who abandoned the cause during the Commonwealth's brief regime. Disgruntled by its descent into corporatism and elitism. They are an ally in our efforts to keep any warlords who might seek to inherit either Veracruz, or its tools of oppression at bay. Given that their presence in the system predates yours, and your arrival occurred without prior notice, the Alliance is inclined to give the Cohort preference in this matter. Such is the nature of equity. We ask that you respect their claim over the graveyard so as to not cause any misunderstandings between the Alliance and its other partners.

The Freeport is currently part of an ongoing investigation and its status will be determined by whether or not it chooses to abide by the terms we have offered it. In the event that the Freeport administration refuses the terms they have been offered then we will move to destroy the installation.
