So, what excactly does this part in the server rules mean? Is it possible to mount "equipment that exceed ship specs" without hacking of some sort? Say, mount for example gunboat turrets on a large transport or cruiser and if it is possible without hacking or anything then why is it prohibited?

Yeah, pretty much...don't know why you'd put gunboat turrets on a cruiser though...
We used to have a problem with people putting battleship shields on their cruisers and whatnot. That's been fixed for the most part now...
I guess the only way to exceed ship specs now would be hacking...

Ok, that's what I needed to hear, I wouldn't want to get banned for mounting some piece of equipment that can be mounted but is against the rules to mount on a certain ship if you get my point. Of course everyone want to get the best possible stuff on their ship.

If your ship has equipment that was mountable in previous version, and you do not unequip it in next version where it's no longer allowed, this might be considered cheating if you refuse to unequip when other players/admins request it.
Also, there are certain unofficial rules of PvP behaviour, that you shouldn't ignore.
