[Systems] San Diego Voice Lines - Lord Caedus - 06-11-2024

Bug: As a vanilla station, San Diego Border Station had recorded voice lines for communicating with ambient npcs and also when you undocked from it. Currently it simply calls itself "Outpost" and this is likely due to it being a reused station from Ontario. The bartender also seems to think that they're on a "Liberty Navy Battleship" even though the Navy NPCs on the station tell you they don't own it.
Reproduction Steps:
- Go to San Diego
- Listen to ambient NPC chatter/undock from the base
- Bonus: Go talk to the bartender and other bar patrons.

Partially fixed. Still the bartender left.
