Bug: Unlawful Kusari Antimatter Cannon not available to Hogosha/Alliance
Additional Information: The Unlawful Kusari SNAC is only available on Blood Dragon and Golden Chrysanthemum bases. Hogosha and Alliance have to use the generic civilian one.

Fixed pending release.
Kusari and Rheinland FA bases have been standardized as well.
