I represent the remnants of the Commonwealth of Liberty, who came to the rescue of your countrymen when Gallia glassed Leeds, whose revolt upon the Ravager saved countless Bretonian lives during the Razing of Vespucci. Many of our own are refugees from Leeds now, and they came forth with a flag of peace.

Yet today I wish only to inform you of the actions of your own government, lest they mislead you. I understand that you stand for an independent Bretonia, so: Witness the degree of servitude to Liberty unto which you have been thrust by your own military. We will not allow them to hide their words of hatred, of betrayal, of slavery, which value the Republic of Liberty—who even now keeps the twice-refugees of Leeds and Guadalajara in camps upon subjugated Erie—over their own displaced citizens. Witness and weep for your country, as I do for mine.

And this I swear: Any civilians not actively engaged in military action will be considered sacrosanct. War was declared upon us, not vice-versa, and we will preserve your people to the best of our ability given the circumstances.
