[Server Config] Securing Faction not working - Izoh - 07-13-2024

Bug: Securing Faction tag not working properly
Reproduction Steps:
I did use the command for securing a tag, got confirmation via the game console and it took the money too. However we can still rename ships today without using the password to said "secured tag".
Additional Information: Screenshot of the used command can be provided via Disocrd (@Izoh on the official one).

when you buy it you buy a master password and then use that to setup a rename password.
