Dear honorable Kusari officials.

This is Sergeant Jacky Montgomery from the Bretonian Civil Defence Initiative, reaching out on behalf of Inspector Grace O'Sullivan. Unfortunately I am coming to you today with what will no doubt result in a fair bit of paperwork for your men. Due to the recent uptick in violent crime in Bretonia, notably from the nefarious Molly separatist group, our prison facilities are operating at near maximum recommended occupancy for unscrupulous incarcerated individuals. Recent attempts to re-organize and optimize prisoner processing on BPA Newgate have unfortunately resulted in several groups of rival Kusari nationals ending up in close proximity to one another in Block 014. Several violent fights have since broken out, and despite segregating the two rival gangs again, the damage has been done. Even now there are Kusari prisoners trading cigarettes and trinkets and other junk in exchange for violent acts against their rivals now that they can no longer beat each other senseless in person. We've had three lunch riots, two deaths, and thirty six injuries in the last five days alone. We're hoping to extradite these unscrupulous ne're-do-wells expediently. As such we are hoping to obtain permission for a CDI prison convoy to travel into Kusari with the expressed purpose of delivering these troublesome gangsters to Fuchu Prison before they manage to do more damage to themselves or Bretonian property. We also have a small number of Bretonian prisoners tied to criminal cases in Kusari that would be included in the transfer, which are admittedly not relevant to the issue at hand but would be convenient given the timing of this proposed operation. Frankly I am sure it would be mutually beneficial for us to get these imbeciles out of Newgate and into your capable hands.

And while our prisons is near capacity, the CDI is of course willing to engage in a general prisoner exchange program moving forward. If necessary we can also petition the Bretonian Government to draft a formal treaty of cooperation in regards to future joint police operations.

The proposed plan is as follows:

CDI will load the prisoners onto our prison liner, the HMPS Tayloe, and transfer them to Fuchu Prison in Shikoku once we have an agreed upon date (assuming permissions are obtained for the operation). We'd ask for representatives from the Kusari Police and or the Naval Forces to meet our convoy in Tau 29, in the proximity of Freeport 6, for an escort through Kusari space. While we have no reason to suspect outside sources have learned of the transfer, we'd like to take precautions due to the unruly nature of the prisoners. We understand that there has been a dramatic increase in Blood Dragon activity lately, and we want to make sure we have the local professionals at our backs in case they get the idea of jailbreaking their compatriots.

Our situation on Newgate with these prisoners has reached a critical tipping point. We've had five more guards hospitalized since the last transmission and our lunch hour has been interrupted by needless riots every other day. Now we have prison staff complaining about cold sandwiches due to having to work through their lunch breaks and we're risking another type of riot breaking out. We must offload them from BPA Newgate within 24 hours.

We are under the assumption that the lack of attention by the State Police is largely owed to a temporary reshuffle of duties putting them under immense strain. Henceforth, the Naval Forces will address your issue in accordance to our own internal regulations concerning prisoners, prisoner exchange and detainment guidelines.

We appreciate you for laying out the CDIs case in such detail, despite the considerable change in perception that may follow. Whilst the mutual exchange of foreign nationals who committed crimes is a normal procedure, the Naval Forces are legally unable to facilitate an exchange on such lackluster information basis. We will need an overview regarding the affiliation of these prisoners. Do they belong to any notorious organized crime groups or have they merely grouped up into gangs within your custody? Further, we need information regarding the estimated quantity of prisoners belonging to each such group where applicable.

Please provide us this data in a timely manner to allow us a swift organization for a prisoner transfer.

Of course, I'd be happy to elucidate.

Most of the criminals were captured during a series of police raids in Croyton. A portion of the prisoners are from the crew of a Raba class armored transport, the Bake-kujira. The ship itself is impounded on New London, and the crew have been charged with smuggling armaments and illegally obtained gold, and are suspected of smuggling artifacts on numerous occasions. Of the forty eight crew, all but two of them have matching tattoos on their right arms. They've constantly attempted to aggravate another group of older men, are all Kusari nationals, who arrived on an unregistered transport and had attempted to secure passage into Dublin. All of them were in possession of illegal arms, various black-market weapons, and frighteningly detailed databases on corporate traffic patterns focusing on inbound Samura ships in Bretonia. Among the thirty two men, there were also two women traveling with them who possessed several cases of a new liquid narcotic that our labs are still analyzing. Though those two women have since fallen ill and have been transferred to medical.

The details provided are satisfactory and have an alteration as consequence.
We cannot permit the transfer of the Bake-Kujira's crew to Fuchu, as this correctional facility is unsuited for members of the organization you hint at. These forty-eight will be transferred to a planet side facility on Kyushu's surface by our own personnel following an in-orbit transfer. As for the individuals caught on board the unmarked transport, their destination shall be Fuchu Prison and the transfer may be carried out by your vessel. The two women will be put into separate custody aboard the Battleship Nagasaki, the transfer will be again handled by our own personnel.

We propose a timeframe between 19:00 to 21:00 Sirian Standard Time and will send out vessels to meet your convoy near Freeport 6 upon a departure notice from your side.

Good evening, gentlemen.

I would like to personally extend the thanks of the Civil Defence Initiative for the fine work on behalf of the KOI and KNF tonight. We found ourselves in unmistakable danger amidst many technical hitches, and your men kept us safe throughout it all. The prisoner transfer has moved forward and proceeded promptly and smoothly. Thank you again.

Unfortunate news however.
It turns out that the HMC Wendsleydale was not properly cleared of vermin before its shakedown cruise. We've reached the conclusion that there is a non-zero chance that some of the rats onboard have escaped onto Fuchu Prison. So far they've proven to be remarkably ferocious and resilient, and thankfully they are still vulnerable to small arms fire. Unfortunately, they've taken a liking to the insulation material found on most of our power conduits. If the rats have gotten aboard Fuchu Prison, have your men watch for sporadic power fluctuations and failures. We apologize for the inconvenience this may or will cause.
