[Server Config] Bug summary - Primus offers jobs that are only Technocracy - Lolipop12 - 12-02-2024

Bug: The bar on Primus, while being under the AI IFF has technocracy job instead of AI.
Reproduction Steps:
- Step 1 Go on Primus as AI
- Step 2 Go in the bar to take a mission
- Step 3 See the missions offered

Intended, given that AI doesn't have a hostile entity to shoot in the system. Friendly factions can offer missions between bases (for example LSF and LN missions on Planet Manhattan).
