[Server Config] Cannot dock on AI bases with Recruit ID - YenExios - 12-14-2024

Bug: Cannot dock on AI bases with Recruit ID because of rephack that sets to -0.55 with AI.
Reproduction Steps:
- Buy Recruit ID and mount it
- /resetrep
- Attempt to dock at AI base
- Denied. AI rep at -0.55
Additional Information: This was probably here since 5.2.2 but no one noticed. Can also be found on darkstat rephacks.
