Greetings and salutations esteemed representatives of the Kusari Government.

My name is Bob Bobberson the third, esquire, of Bretonian descent and currently employed at Cryer Pharmaceuticals.
I am sending this communication in line with the instructions provided by the Kusari Empire License Directory.

Cryer Pharmaceuticals, specifically [-Cryer-] would like to request a license to carry Cardamine, Shigeakiki, Slog and Nox through Kusari space. There has been a notable increase in drug addiction throughout Sirius and we would like to speed up our research on treatments to aid in rehabilitation. In order to facilitate this we require samples of the above compounds for experimentation. Should it please the Kusari Government we would like to periodically purchase any of the above compounds that might have been confiscated from smugglers and other criminal elements. Of course, should any of these samples be needed to keep an arrested criminal alive we would be more than happy to ship the needed samples.

Needless to say any products created by Cryer for the treatment of these nefarious drugs would be made available to the markets of Kusari as well, after passing all trials and paperwork for approval of course.

Cryer Representative.

The Empire has long enjoyed a fruitful cooperation with Cryer Pharmaceuticals, including arrangements surrounding the storage, production and distribution of Stabiline prior to Atka's destruction. Whilst minor in scale, the Empire committed forces in an attempt to secure the transfer of data vaults away from the base under siege. The Empire remains interested in a good relationship with your company and whilst this granted some readiness to wave through your request at the Imperial Court, a few voices urged our Ministry to clarify a few matters before.
  • Cardamine: Both the Ministry and the Imperial Court signaled no opposition to grant you a transit license for Cardamine over mutual interest of further refinements to Stabiline and other treatment methods.

  • Shigeakiki: In line with the Cardamine decision, both institutions agree to grant you a transit license with a string attached. The Empire wishes to engage into a mutual information exchange regarding this Cardamine mixture to facilitate the best course of action together with your pharmaceutical experts.

  • Slog: The Empire has little experience with this new type of drug, since as of now this illicit narcotic of Bretonian origin sees no widespread usage within the Empire. Considering the open question as to why the transit of a Bretonian origin drug through Kusari space is required when Cryer Pharmaceuticals laboratories are either within Bretonia proper, bordering Bretonia in the Tau Sector or are located within Liberty - in which case transit through Kusari appears unfeasible - we will have to deny your request if you cannot forward a satisfactory explanation.

  • Nox: Following the cease of trade with the Gallic state, cases of Nox addictions have plummeted immensely, rendering Nox a non-issue to us at this stage. As with Slog, we require an explanation as to why a transit through Kusari would be required.

  • Acquisition of illicit narcotics: We agree that the transfer of confiscated goods is a feasible method for both sides to cooperate and benefit. The Naval Forces and State Police will be informed about your willingness for such transfers and may contact you themselves.

As a last note, the Minister tasked me to inform you that, whilst generally frowned upon, he might be willing to advocate for your company security detail to be offered a blank license to hunt down narcotic smugglers themselves or in tight cooperation with the Naval Forces within Kusari.

First of all, allow me to expres our sincere gratitude regarding the expediency with which this request was picked up, as well as the clear thought that was put into the decision.
The decision regarding Cardimine and Shigeakiki is one we embrace with open arms, we have no objections to sharing any information we might obtain or derive from studying the Shigeakiki and welcome any information that the noble House of Kusari can provide to help expediate any knowledge that can be extracted from the substance.

The questions and doubts regarding Slog and Nox are very understandable, Kusari has done a commendable job at keeping these foreign substances out of its borders and is one of the few Houses to do so. We too expect to find little to no Slog or Nox within the borders of Kusari, The reason we are requesting these to be included in the license are twofold:

First, we are expecting Rheinland to be more exposed to both substances due to its open trade with both Bretonia and Gallia. This also means that the route through the Omega Edgeworlds and through LIberty are significantly more exposed to individuals with...more inclination, to attack convoys and obtain the materials for themselves. While we are currently in the process of strengthening our convoy escorts, a necessary adjustment after Atka's destruction, it would be strongly desirable to be able to traverse through the safety of the Kusari systems to reach our operation in the Tau-31 system.

The second reason is that with the destruction of Atka we intend to set up a new base of operations somewhere in the Sigma systems, both to proactively tangle with Outcasts to obtain more cardamine, but also to handle any initial processing of substances from Rheinland, which we expect to primarily be the aforementioned Nox and Slog. Being able to have our convoys travel from the Sigma systems through Kusari into the Taus will be significantly faster than going through the more dangerous systems of Rheinland, the Omegas and Bretonia before reaching the Tau-31 system.

Admitively the second reason is still something in the works, we have yet to locate an appropriate site or formally consult the House of Kusari and Rheinland on the location of the base, something we feel can only be considered to be the responsible thing to do. Please look forward to a formal proposal on this matter once we have more clarity on a timeline and desirable locations.

We understand if the House of Kusari would prefer to defer on this decision until such a date, however we would greatly appreciate a provisionary license in the meantime so any preliminary research can be started ahead of time.

On the note of aiding the forces of Kusari in hunting down any potential smugglers, this closely aligns with our goals. Should this mandate be granted to us we will gladly provide some of our escort vessels to the cause. As mentioned before we are in the process of strengthening our convoy escorts with stronger hardware after Atka's destruction, one such measure is a pending licensing request for several military gunboats and snubcraft from the House of Liberty. I daresay it would be interesting to see how any potential...'undesirables' handle themselves against a combination of Liberty and Kusari steel.
