[Ship] Tempest's heavy hardpoints are swapped - Chronicron - 02-09-2025

Bug: Tempest's first two heavy hardpoints don't follow the "port-starbord" standard
Reproduction Steps:
- Buy a Tempest
- Buy two heavy turrets of any kind and undock
- Aim left and try firing turret 1. Aim right and try firing turret 2
I know it's nothing major but it's a severe OCD trigger, especially since hardpoints 3 and 4 fall in line with the standard.
