This happened yesterday when i tried to send a message, but today i barely can get on the site.

It happens when too many people are accessing the forums at the same time. I got the error too. Just wait a few minuets and try again.

yea its a common thing.. well not so common but its when the forums are down or something

If you read it, it says that the user Igiss, IE this website, has reached it's maximum number of connections to people looking at it.
It's a common limit that many ISPs put on websites.
Basically, it's like the game server. It's full sometimes and you can't connect, this is the same.
