Well the KNF destroyer is a bit of a joke; it's a total aberration that you can't really compare to other stuff.

The Gallic gunboat and cruiser won't be fighting KNF destroyers nor liberty assault battlecruisers, so why is it relevant? They're fighting Council / Maquis / Brigands etc, not the House forces (right now at least).

Additionally Gallia has developed it's technology down a path that is more unique than any other house in Sirius. Maybe it is bulkier, maybe it takes more people to maintain, there are a million in RP expklanations for this. Additionally, I happen to like a little variety, even in the size of ships.
Lastly, the kusari are just naturally small;)

Rp explanations for ship sizes work up to a point.. But I for one think that ships of the same class should be at least roughly comparable in size.
