Order protocols require written agreements on faction basis regarding exchange of materials, personnel and craft. In order to provide you with the required asset, we need a written pact with ZRT, which we don't have at the moment.
Unless you are a member of TAZ, which in this case has been a fulfilled contract, we cannot allow you to captain one of the Hathors being produced.
Please apply to your council first and let us handle this dialogue on a more diplomatic basis.
