Greetings and Konnichiwa!
Yesterday one of my agents was able to put me in touch with the emerging group of Blood Dragons, The Rising Sons of Kusari.
It was only a month ago that I was allowed a covert meeting with the Kusari emporer--though he will deny it to save face. In that meeting he apologized for the behavior of the Hogosha and zeal of the Farmers and asked if Junkers might help him battle a group called, "The Consortium". Shortly afterwards, the passage through Kusari space of multiple Junker vessels sent him into a rage and he suspended all communications and encouraged open attacks on Junkers. This--added to the blanket ban on docking Kusari bases--has caused me to embrace the concept that little is to be gained by working with the present government. I do not speak for all Junkers only myself and those who believe in my cause...the necessity to face threat of the Wild and Nomads.
In speaking to the new Blood Dragon lord, it was clear that he does indeed see the threat and is willing to take actions regarding it. Additionally, he has offered to work with select Junker captains in order to develop cooperation and respect between our two peoples. This is not an alliance but a diplomatic initiative.
In this spirit, I have spoken to some Junkers who have agreed to the following terms:
- They will not transport cardamine, synthetic marijuana or artifacts through Kusari core space.
- They will provide economic and informational assistance to associated Blood Dragon operations.
- They will share intelligence and some technical aid with the Blood Dragons regarding research into the Wild-Nomads and their activities in the region.
- They will allow safe passage by and assitance from Junker bases as required for routine transits.
These terms are subject to review and approval by other Dragon groups and the Golden Chrysanthemums but are generally agreed upon at present as acceptable terms. Any interested parties from these groups with comments or questions are invited to respond on this encrypted channel. Please inform us of changes or clarifications you would like to see.
All Junkers are welcome to notify me that they wish to formally agree to these terms and I will provide notice here when all parties are formally agreed to begin. I believe that in the new Kusari he Dragons wish to create a broader opportunity will exist for honorable Junkers to be able to serve the Kusari economy and to receive fair treatment and freedoms as well as support in halting Wild-Nomad expansion.

I cannot speak for other Junkers--I am an independent ambassador with no "authority" over anyone--but any Junker can agree to the terms presented here and when I have the formal response from the Rising Sons, a listing of those pilots having agreed will be forwarded to them. I will add you to the list.

Everything seems clear from our last meeting. Everything that has been proposed here has been discussed, however, discussions are still in progress.
We do also request that we will not hesitate to fire on any Junker who enters Tau 63. I am sure the Golden Chrysanthemums will fire on anybody within the Tau 65 system also.
As far as I am aware, there was one other small negotiation concerning backup fighting against the hogosha, which Im sure you will enthusiastically take part in.
Furthur diplomacy will continue in future events, depending on how honourable you Gaijn Junkers act to this proposal.

This is Zetsumai Keisotsu of the Chrysanthemum's Kiretsu Squadron. I doubt that the Blood Dragons would object to Junkers carrying Cardamine through Kusari space, so long as that Cardamine is heading to Chrysanthemum bases. Aside from that, I have one question;
What is your stance towards the Consortium? You spoke of a conversation between yourself and 'his majesty' concerning your assistance in fighting the Consortium. That leads me to believe you were not against the idea of attacking them. I ask this because the Consortium and the Kiretsu have deals with one another and provide mutual assistance. The Consortium has given considerable aid in fights against the Naval Forces. Any actions taken against them would be a hindrance to the Chrysanthemums and Blood Dragons.
