Have you installed another mod onto your installation? One of the global server workaround mods will overwrite an important file and reduce the chat input length.

Well if anything, we should be EXPANDING the numbers of characters we can put in the chatbox, not cutting down on it.

Ah. GLS workaround. It breaks the updater.
In the dacom.ini file add the following line to the end of the [libraries] section.
dsupdate.dll
--- this will fix your connection problems too.
Remove the gls by removing this line from the same section
gls_workaround.dll
