I am really curius, what exactly are phantoms? i've only seen them in one system with the temple of revenant beeing the only base, and they use outcast ships and such, but what are they? Space Zombies?

The Phantoms are an invite-only faction, they ZoI is pretty much anywhere they want, they can use pretty much any ships and equipment they want, and they can pretty much kill anyone they want.
