Really... I bribed them on Deshima station twice, both for 1 million, but everytime I undock somewhere, Kusari State Police (no other faction) turns hostile... What the hell is up with that?

What ID do you have equipped?
Some IDs have an auto-rep function to make sure factions that are supposed to be hostile to your ID remain hostile.

RepNinja edits your rep every time a character with a certain ID (in this case Junkers) logs on. Currently it sets Kusari Police and Navy as hostile. It also, for example, sets pirates hostile with police, etc.
You're just wasting your money bribing them. Really you shouldn't be around any law-abiding areas in Kusari anyway.;)

Ships with Junker IDs should not dock at Kusari bases. A month or two ago, the rep-ninja was setup to make KNF and KSP hostile to junkers because many many Junkers were docking at Kusari bases. Recently we changed the setting it to make KNF not hostile to make it a little bit easier for Junkers to move through the Taus but still stop Junkers docking at most main Kusari bases.
So:
KNF + Junker ID = not hostile (not friendly either)
KSP + Junker ID = hostile
