You shouldn't need Flash to make an animated gif. You just need a software that is capable of making gifs, there are plenty out there. Here is a tutorial for creating gifs, or you could even use ImageMagick to create gifs if you're partial to the command-line:)

Adobe CS4 all the way.
I got it from a friend of a friend of a friend of a friend of a friend of a friend. Six degrees of separation, so it could be anybody.
I only use Photoshop CS4, not imageready. Took me a while to get the hang of it, but with the help of a video tutorial, I figured it out. Still took hours to position each sprite in my sig though, and I need to correct a few issues.

Also, for that particular program, you need a metric ton of memory, or it whines about it when you try to export it as an animated gif, running out of memory and/or simply freezing. Well, I dunno if the problem repeats itself or is unique to me, but be careful to do a normal save before you attempt to save for web devices.

If you have issues with Photoshop and torrents, GIMP is completely free and has Gif capabilities. It may be a bit overwhelming at first (it is not a newbie program) but if you're familiar with Paint.net then it won't be too much. Making Gifs with GIMP is really easy as well...

There are other freeware programs that can compile several images into one GIF. I cannot recall the names of any of them but I know they exist (download.com anyone?)... They need you to make each frame in a photo editor then the program compiles them all.

Flash is completely different from .gif so it is not needed

I use Photoshop, creating each "frame" as a layer, then GIMP to make it move (Open the PSD file, Save as > animated GIF) ...

Maybe stupid, but it's working nicely.

You can make your signature in Paint.NET, assemble them in Adobe After Effects and render it out as an lopping Animated .giff.

Took me 5 minutes to make my avatar out of video footage.
