Dera has been sanctioned owing to a report posted for:

Transport/Freighter/Liner which have been killed in a PvP fight may return to the system in which they were destroyed but only for purposes of moving through the system or for trade within that system. They may only act in a purely defensive manner. Resuming acts of piracy is not permitted.
Consequences: Hey!
If you're killed whilst mining feel free to show yourself out of the system. Lingering about to insult the locals with extremely off color remarks is about as welcome as your current in space position is.
And your lack of credits and cargo.

Nothing in the above rules that you have quoted refers to mining. In your post you lay out guidelines that you expected me to follow in the future. Considering my function and ship class- I obeyed the rules posted about my ship class. I did not initiate any pvp nor I did not engage in any combat until being fired on.
My conversations with the concerned party in and out of system chat were very specfic. I informed the other party that I was not interested in having any communication with him at all and directed him to cease communications with me immediately. This was not an unreasonable request, frankly the current punishment only serves to reinforce the notion that harassment is an acceptable method of interaction with the player base on this server. I find that unfortunate.

You mining ship, a mamoth, is a transport dearheart. A transport. The rules are rather clear on what a transport is supposed to do after it explodes.
A) Go away.
B) Land, sell your stuff, go away.
Please explain how you took the words "May go away" to mean "can totally hang out, shoot rocks for hours and tell people who try to interact with me to leave me alone because I'm not interested in talking to anyone I just want to grind credits until they all get taken away because I nerdraged after getting blown up and told someone they have down syndromes."
Maybe we should add that exact text to the rules?

Transport rules are right there, as posted by you: It says specifically that transports may return to the system for trade. Mining is not specified either way and as its trading with the stations in the area its perfectly reasonable to assume that its inclusive. So yes, you should include it in the rules as to avoid grey area.
As for what I congradulated him on, nothing I said was inaccurate nor was it for the reasons you've drawn up for yourself to assume or believe.
As a moderator your job is a literal unbiased interpretation of the rules, which I have followed to the letter. Instead of enforcing them dispassionately and without bias you've chosen to mock me with an attempt at clever paragraph spacing. This thread is a place for discussion of an infraction of the rules- not a place for your flippant remarks and the application of sarcasm. This kind of knee-jerk reaction and playground justice is shameful.

Of course it doesn't mention mining.
It doesn't mention a lot of things.
It doesn't mention doing doughnuts, knitting, singing, scrap booking, sightseeing, writing letters to loved ones or even dropping out of character insults in system.
The rules tell you what you -can- do. Which is get your ass out of the system or move through the system on your way from system A to system B. If between system A and B is a point in which you intend to sell a cargo then you are permitted to do so.
Note that by listing, specifically, what actions you are allowed to take all other actions are disqualified.
I hope I've clarified that for you. Don't do it again.
