i have one question.

i have now a hacker tag, how i change my tag to a outcast tag?

Type '/droprep' it will stop the Hacker from flashing.

Then to Outcast missions.

I assume you mean IFF?
Simple use /droprep to remove your Hacker one, and do missions or bribe the Outcasts for their IFF.
Easy.
Oh yeah, and I just ninja'd Crucial Mistake and Dejavu...:lol:

Do what they say and you should be fine, if the Outcast rep is full you won't need to do missions after the /droprep

Step 1) /droprep (make sure you have 350k)

Step 2 a) If your Outcast rep is close to being full green, go to an Outcast base and simply do 2-3 missions (make sure that you are in fact taking missions from Outcast NPCs in bars / job boards)

Step 2 b) If your Outcast rep is not close to being green, accept missions for the Outcasts and then abort them. Do that until your rep is close to neutral, and then take a bribe and go back to step 2 a.
