pen tool (looks like an ink pen) in photoshop, click, click, click, click, right click, make selection, filter(I THINK filter)->invert-> delete.

easy in photoshop, add 2-3 filters like watermark and pencil tools, reduce opacity and voila. However, I never used paint.net :S sorry.
