Honored members of the Council of Elders.
First allow me to say arigatou for taking time out of your busy scheduals to see me, I understand it is not every day a corporate official from Kusari comes to Crete.
I have come before you today to discuss a possible relationship between yourselves and Samura Heavy Industries.
We share many interests and goals, maybe now is the time to realize we can benefit one another greatly in these times of coming trouble.

Let's look at some things we share.
The Outcasts.
They spread their filth throughout known space, poisoning the minds of innocent people and making them dependent on the Outcasts while allowing those miscreants to become stronger with every life they ruin.
They have made countless attacks into Kusari and we know that you too are fighting their advances and trying to stem the flow of their hideous drug.

Then there is Bretonia.
This dishonest house that is a thorn in both of our sides.
They kill both of our peoples by the thousands.
They ally with the Outcasts and allow them to carry their filth through that corrupt land.
I know you have hard earned feelings about these people and so do we.

Now we must come to how do we benefit each other.
As you are no doubt aware, since Kusari has very lax laws regarding your Artifacts we represent your biggest market for export.
Something that has no doubt helped you to stay the strong, free and proud Corsairs that you are today.
The food grown on planet Kyushu, a planet that we administer has been a major source for food for your people.
I realize that it was our mutual friends that have shipped the vast majority of this food to you in the past, but you must know that we were aware of the shipments destination and made no effort to hinder their timely arrival at your home.

The Corsairs of course have been instrumental in helping our cause against both the Outcasts and Bretonians.
Without your help many more Kusarians would of died to these people.

So to get to business this is what we propose.
Non-Aggression pact.
Firstly a non aggression pact between Samura Heavy Industries and the Corsair Nation.
We will not hinder any of your operations throughout Sirius.
In exchange you will of course refrain from launching any attacks on any Samura vessels or convoys we are in control of.

Exchange of Officials.
We shall open up an embassy on Crete to allow for ease of future discussions between our people.
Of course this facility will be completely at our expense.
As may be expected we will wish for Samura security forces for internal protection and Corsair personel for all external protection.

Mutual economic benefits.
As well as the ongoing support the Hogosha and Farmers Alliance have shown you, Samura will also begin moving food into Corsair systems as well as purchasing of Artifacts from your merchants to help invigorate your economy.
As well as this we shall also begin exporting to your nation other infrastructure to assist in not only raising the quality of life for your people but also helping in your war effort against both the Outcasts and Bretonians.
These exports would include but not be limited to fertilizers, quantum multiplexors, engine components, ship hull panels, polymers and basic alloys.

I am pleased that I may be allowed to state my case here before you today and look forward to the discussion this will no doubt involve.

Carlos cleared his throat and spoke to the Council.

"Senor Okada Kazuva, your case is well put. I would like to add, brothers, that Kazuva arrived at Crete for this meeting with a shipment of 4000 units of incredibly valuable and highly advanced quantum multiplexors which he has donated to our Empire as a good will gesture.

However, your proposal of an arrangement between your company and our empire throws up a number of issues.
We make no apology for the many Samura transport ships that have fallen by our hand. We maintain that any pilot who profits from transit through space covered by our patrols has an obligation to pay a tariff to our Empire. Such practices have lead to your government, like it's counterparts in Rhineland and Bretonia, labelling us as pirates.
If a non-agression pact were to be signed between your organisation and our Empire, this, I believe, could not possibly exempt you from taxation by our patrols while your ships go about their own business.
Although your vessels would be exempt while on trade routes which benefit our Empire, they would still be fair game for our "pirates" while on other business.
Total exemption from our "piracy" is a luxury which has historically only been granted to our esteemed allies, such as your friends the Hogosha and Farmers Alliance. I am sure my counterparts here agree that if we are to offer your organisation total immunity from our activities, the relationship we develop will have to be much "closer" than that of a Non-agression-pact.
If it were your will, and the will of the Council, a closer relationship could involve the Empire offering aid against Outcast, Hessian, Dragon or GoldenC raids on your shipments, and total exemption from our extortive activities in exchange for regular and consistent shipments of resources such as foodstuffs, and extensive access to advanced technology such as Multiplexors.
As I believe your organisation still wishes to maintain an image of so-called "lawfullness" and disapproval of our Empire's activities, any such alliance between your company and our Empire would be kept as discrete as possible, and we, naturally, would not expect docking rights on your bases, nor would we allow our ships to be seen alongside yours within House space.
I make no presumption as to the will of your organisation's board of directors, or the members of this Council, but I think the case for a closer relationship than you propose ought to be presented.

Weather an Alliance, or mere N.A.P is chosen, an issue remains with the attitudes and protocols of your pilots and ours. Our men are duty-bound to prevent all "hostile" ships from entering our space, and your ships are indeed listed as hostile.
In turn, due to your company's decision many years ago to list all so-called "criminal" groups as hostile, your pilots throughout your region of operation are trained to attack our vessels on sight. If any arrangement occurs between us, your men will have to be "re-educated", and our targeting computers will have to be recalibrated so your ships no longer appear as hostiles. These are things which could take many weeks or months to organise.

Personally, I am very interested in the prospect of building a relationship with your organisation. The prospect of access to a new source of food and technology is appealing. I do wonder, however, how the Farmers Alliance and Hogosha would react to the idea that they are no longer needed to act as middle-men between us. "

Well sir to answer your inquiries to the best of my abilities.
To the notion that we at Samura have thrown you into the criminal basket I would like to raise a few points.
We decided long ago that the blinded approach of looking at other groups was inconsistent and very ineffective.
If you would allow me to upload our Diplomacy files I would be more than happy to show you what I mean.

As you can see there is no mention of Corsairs anywhere in friendly or enemy sections, this means that when it comes to Corsairs we see them as neutral and to be treated on a case by case basis.
Sometimes your men have proven to be very helpful, other times they have only wanted what is in our hold.
An apology for past attacks is not what we are after, we would instead welcome a fresh new start.
We feel there is room for much improvement in the relationship between our peoples and that we have much to offer one another.

There is the other point about our mutual friends being cut out of the middlemen position.
We respect our friends greatly and would never make any moves that we saw hurting them in any way.
This would make no difference to the agreement between them and you, and in fact would only benefit them as much as it benefits us.
The Farmers Alliance are pivotal in the Kusari food market and have a share in all products produced and sold.
Every unit of food sold helps to strengthen their cause, and helps keep Synth Paste from pushing it's "products" into our Empire.
The Hogosha also have much to benefit from this agreement as they are the ones with the infrastructure all ready up and running with regards to the Artifact market.
All our shipments will be delivered to the Hogosha to continue doing what they do best.
As I am sure you are aware, the amount we are capable of moving to them represents quite a substantial profit for these honorable businessmen.

Now good sirs I would like to discuss with you the economic side of this.
As the largest corporation in Sirius, we have more transport infrastructure then anybody else in space.
Something that we may begin to work for you.
I am sure that you are aware that Samura designs and manufactures some of the best technology and starship components in Sirius as well as some of the finest food and food growing products that can be found, all these things can only be beneficial to your people.
You on the other hand have a vast untapped market that we are more than happy to service.
This opening of trade with us will not only strengthen both our economies but through constant contact would assist in no doubt strengthening your standing with the Kusari Empire.
A Corsair Nation that has a more open door policy in regards to trade with us will become stronger not just economically but political as well.
A relationship of mutual benefit would go along way to helping both our peoples in our combined plights here in Sirius.
Sirs not only are we willing to bring consistent shipments in the areas of food and growing products, we are also happy to begin shipping starship components and advanced technology to your Nation.
We would also be willing to have a team of our finest engineers sent to your primary ship facilities to assist with the integration of our components as well as assist in realigning your targeting systems to recognize the various types of Samura vessels as non-hostile.
This is just an offer since I have heard many things about Corsair shipbuilders and recognize your great skills in this field.
We will of course coordinate with yourselves to realign the sensors of any pilots that recognize your vessels as hostile.

Pertaining to the matter of a closer relationship, as I have said we are indeed very happy to make sure these shipments are consistent and of a great enough volume to be a real benefit to your people.
In the matter of assisting us with attacks from other forces, we would be grateful of any assistance you lent us.
We of course would not ask you to come into Kusari space, but we also make frequent trips through the Sigmas and know that you often have vessels in the area.
Please feel free to offer your services in defending us from our mutual enemies and even in escorting our vessels through neutral space.

I am very pleased to hear you are considering this request and would love to return home with news that we can work together in this matter.

Carlos sat down at his desk, and opened his computer. The Long-Range comms system was open. Carlos sat forward and began drafting a letter to the Samura diplomat he had met the previous week.

The Council of Elders have deliberated over your proposal of a trade-alliance, and find it to have merit. They have chosen me to act as their representative in further negotiations with the aim of achieving a mutually beneficial arrangement between your organisation and our empire.

The Council is interested in the prospect of access to technologies and food supplies Samura can offer.
However, it should be noted that Samura are in position to gain significantly (some might say, worryingly) much from the establishment of any alliance between us.
With the establishment of an alliance, Samura would, in one fell swoop, rid itself of the single greatest threat to it's shipping operations throughout Sirius, while we continue to be a significant threat to your rivals such as Kishiro.
In short, exemption from our piracy would give your organisation a competitive edge over all your competitors.
The Corsairs are not ignorant to house economics. We understand that, as soon as word reaches Sirius News that your vessels, miraculously, are moving completely unhindered of the "Corsair pirate scourge", your stock-prices will soar, providing the funds and backing for Samura to expand it's power and assets beyond any company ever seen in Sirius. Meanwhile, you will have almost sole access to exploit an almost completely untapped market here in the Edge Worlds.
We do not find the above prospects particularly concerning. Such developments might see the dawn of a new era in which the Corsairs need no longer pray upon the rich and decadent to feed our people.
However, given that it seems Samura has so much to gain from an arrangement with us, it only seems fair that they, in turn, make an offering to sweeten this deal.
We propose a significant quantity of technology, food, and other materials, be delivered by Samura ships to our men at the Europa space-port on Planet Crete, over, say, the next few weeks.
A specific quantity can be negotiated upon, but a quantity in the regions of tens of thousands of tonnes seems reasonable, given the benefits your corporation will reap once our alliance comes into effect.

I travelled here as soon as I received word of your message.
This is indeed good news and I am more than happy to negotiate a set amount of imports to your great nation.
As soon as you are ready our vessels will begin bringing supplies in immediately.
We are very grateful that you have recognized the benefits this will bring to both my company as well as your people.
Indeed we have much to share with each other and this is something I find very exciting.
I look forward to discussing with you the amounts of products you would like to see as well as the finer points before signing this deal.
If you do not mind I would like to begin importing our products at once so you may see the benefit this will bring in the short term.
The initial deliveries will consist of the following products.

I have come to give you an update on our deliveries into this system up until this point.
It is with great pleasure that I announce that we have currently delivered 59,894 tons of vital supplies.

This breaks down into the following.
Food Rations: 19,995 tons
Quantum Multiplexors:15,000 tons
H-Fuel:15,000 tons
Engine Components:4,999 tons
Fertilizers: 4,900 tons

I believe this will illustrate a nice example of the benefits to you if we go ahead with these negotiations.
We have also seen a sample of the benefits we can expect thanks to the honorable people of this system who have shown us much hospitality and have even run protection for us on occasions.

Okada Kazuya makes his way into the Council chambers.
He respectfully bows and begins to address the Elders present.

It has been some time since we last talked on this issue and all my attempts at communication with the you have gone unanswered.
Sirs I have shown you some of the benefits with working with Samura you can expect.
Namely a higher standard of living, greater access to ship components and supplies, and greater surplus of food and food growing technology.
Our Vessels have been servicing the Corsair systems for some time now, and have begun to see a marked improvement from our efforts.
We have upheld our end of the bargain and would now like to talk about a final signoff on these negotiations.

With this Kazuya takes a step back and waits for their response.
