I think its going to lead to civil war.
The BD and GC could probably compromise, putting in a direct female descendent of Emperor Hideyoshi, but I don't the the Blood Dragons will tolerate the Chrysanthemums consumption of Cardamine, and thats probably going to lead to civil war.

Ok well I mean this probably won't happen for a thousand years (more like 15) but if it did, what do you think will happen? Will there be civil war or peace?

Civil war.
The old guard would become the 'new' unlawfuls, with a strong presence still in Kyushu (and probably Shikoku as well).
Outcasts may well be wanting a piece of the Kusari pie, not to mention the Corsairs would no longer have a reason not to go raiding deeper into Kusari space.
So yes civil war - but not in the way you would think.
