Anyone you have on your scanners (On the bottom left).

If they are on your scanners, you will send to them.
Does not send to anyone if there is no one on your scanners.
Does not send to anyone if you are docked.
Does send to people who would otherwise be on your scanners when you are in a docking procedure.
