"By directive of The Order High Command, all individuals and groups found to be using Order equipment or vessels without authorization are to be terminated on-sight after one (1) warning to relinquish any technology they have stolen."

This transmission serves as:
-A warning to all who would attempt to use, or are currently using, Order technology without authorization-
-A listing of all those who have been approved to use Order technology-
-A listing of all identified vessels who are using Order technology without authorization, and may be destroyed on sight-

"All sightings of stolen equipment should be relayed on this channel in order for High Command to add additional names to the listing."

"As a reminder: Order technology and spacecraft may only be used by those with both Order IFF and ID, unless otherwise authorized by Order High Command."
