"Brigadegeneral Kaspar Meisner, Comrade, it is with much sorrow that I must send to you this missive. The Revolution, as it stands, has been a bloody affair from the beginning, and I fear that is has been a long time since the people have been behind it. I believe a new way to make war upon the oppressive government is upon us; one in which we will be viewed as Freedom Fighters once again! The idea I propose may at first seem to be quite traitorous, and I shuddered at the fact that it may come across as allying with the very ones we fight so hard against. Do not be afraid to try new things my brother, commander, and comrade in arms. That is all I can tell you for now, let my following statements sink in and read them carefully before dismissing them as trash:

The Rheinwehr, the Kanzlers lapdogs, oppressors of the people, while they serve an oppressive and ignorant masterm there is still honor among some of them, and since we are all loyal Rheinlanders I suggest that some of our focuses have a slight ship against the Liberty dogs that have been harassing our fatherland. The oppression of the Rheinland government is not nearly as bad as the current situation on Planet Hamburg. The poor are without proper food, water, and sometimes medical supplies all due to the fact of the war against the dirty Libertonian invaders. Now I realize the toll that the war with the Corsairs has taken on us, but the need to help the people and the workers of Rheinland in any possible way MUST NOT BE IGNORED. I suggest we implement supply trains of relief to the hardest hit people in the Hamburg system. Remind the PEOPLE that we are still working for their good, not just for another credit in our pockets. I realize the Armys resources are stretched, and we must be careful we are to supply; we must let them know that we hear their cries! It wll be one more bloodless way to show Rheinland that we care about her oppressed lost children.

Hear me comrade! This is the time to show those Military dogs that we can be much more civil than they have ever been.

A second note that worries me: our constant piracy and demands for donations. Now, a revolution must be funded, but why do we not show our support for the poor local transport and civilian populace by escorting them for their donation? Rather than just making their ships Explode if they refuse, why dont we offer an escort service so that we may earn their money and be viewed, again.. more as Freedom Fighters, only striking Military targets. Yes, I know. This would cause a drastic shift in mentality of many of our more bloodthirsty brethren, who may not agree. If the people are ever going to rise up on their own they must know that they are not trading Oppressive Rheinland MkI for Oppressive Rheinland MkII. Being viewed as such freedom fighters will give us much more broad avenues of approach and the Red Hessian Army will be viewed as bearing a positive effect on the people instead of merely a piracy nuisance. Hear me Commander and Comrade, lend me your heart! The Revolution will continue, it must. Lets make it a little less blood-bought. Let us be known as Freedom Fighters.

Well, young Leutnant, your ideals are in the right place and I have to commend you for that. I wish reality was as simple as that however. You see, we're still the same freedom fighters we were a hundred years ago.

When our ancestors decided to strike out against the government, they were brutally subdued by the police and military, both of which were sent in by the greed driven corporations. As they tried in vain to protest peacefully they were stonewalled over and over again, only managing to survive by the meagre supplies the Bundschuh managed to get to them. It would all end in fiasco, had the economy not gave in then. Fifteen years later they were facing the same problem as they did during the end of the imperial era, except this time the economy would not give in. The government used a show of force to keep the working class down, and we simply could not stand idly for it. They forced us into this position by their defiance, and now they must bear the fruit of it.

These days we take in everyone who is willing to fight against them, just as they take everyone who can fight against us. We've fought the Libertonian invader since the start of the war, but the truth is the war doesn't extend as far as to reach us on a regular basis and we rarely meet their forces on the field. I personally signed off on the supply of the Unioners with funds and armaments so that they can carry on fighting, but it's making only a minor impact. No large force of ours can be diverted up north, for the Corsairs will march all over our front line if we pull anything substantial from it. We try to fund sympathetic unlawful groups in both Rheinland and Liberty to do this job, but there is not much else we can do.

Taking these arguments into consideration, one can also assume the same thing about a Hamburg relief effort. We all know the Rheinland government is forced upon the fatherland by propaganda, lies and endless rhetoric. Whatever relief efforts we may organise that will not be stopped and diverted for Military purposes will be let upon Hamburg with the Kanzler's fanfares, celebrating the Nationalpartei and "their" relief effort. The truth is that it is better for Rheinland itself if these people see the Rheinland government for what it is. Should a rebellion start on Hamburg... it would be the beginning of a glorious liberation.

As to so called "piracy", it is nothing more but a redistribution of goods. Far from perfect, however, and steps are being taken to press that area of our operations into my doctrine of "war of information". The department of revolutionary operations is in the process of creating a manual that will be distributed to all Red Hessian Army operatives to read and memorise. It will contain guidelines on successful redistribution of goods, compatible with the ideals of the Volkrevolution, all for the purpose of assuring the populace that the Rheinland Revolutionary Alliance fights for the common good.

Considering your idealistic approach, you should be quite satisfied.
