Greetings, members of the Zoner Alliance.
I have spent alot of time around Zoners recently, and I believe I have made some very good friends amongst you. From the subject title of this message, you'll know what I want, but first, let me tell you a little about myself.
I am Bretonian born, yet spent my school years in Liberty where I made many relationships, one of which I only recently found out has stood the test of time. Much to the ire of my parents, I gained a scholarship at the Cambridge Research Institute, and began studying the stranger, unexplained things in Sirius. Spatial anomalies and the like. Unfortunately, I didn't get anywhere with my studies, and I was sent on a fairly rudimentary mission to gather information on the Hispania, for further study by the University. A mission that was to take barely a week.
I haven't been back.
Unfortunately, more for them than myself, something happened in Omicron Alpha that quite literally changed my life. While performing studies on the Hispania, being watched carefully by Outcast ships, we were graced by quite possibly the most beautiful, and dangerous, thing I had ever seen.
A Nomad, absolutely immense in size, began to show me things about the Hispania's past that I feel it's safe to believe noone outside of the Outcast Nation has seen. An actual Nomad, something I'd only heard about in passing at the Institute, literally communicating with me!
It was at that time I decided I would dedicate myself to finding out more about these seemingly misunderstood creatures.
Since then, I have been doing alot of exploration near the edge worlds, for the Institute. They were rather angry when I ran off with one of their ships, not to mention the science team they hired for me, but even the snobbish bigwigs know better than to pass this up.
But, enough about me, I'm sure I have bored you long enough. I will get to the real purpose of this communique. My research has hit a wall. In my current ship, an X-11 Shuttle, I connot delve deep into the edge worlds... It's just not designed to be bashed around like it has already been, in the relatively 'safe' areas outside House space.
During my time spent on Freeport 9 (quite alot, as it were), I have come into hearing about a Corvo equipped for scientific research, the Triumphant Declaration, currently moored at Corfu running a skeleton crew. The man I heard this from was a former member of the bridge crew, before it was 'put on the shelf'.
Therefore, I am hereby requesting use of the Triumphant Declaration to further my research. I will have control over the ships movements, etc, and be acting captain until it is returned to Corfu. I would intend to use the former crew again, so it will stay under Zoner control. I also pledge to forward all of my raw, uninterpreted findings to the Zoner Alliance.
I understand what I plan on doing in the edge worlds is dangerous, very dangerous, but the Institute has promised each member of the crew a handsome paycheck, and will cover any repairs needed.
I also understand the difficulty you would have putting such a ship in my hands, for to most of you I am probably a complete stranger. It is is for this reason I provide a character reference, James Haddock of Med.Force.One. I'm sure he will be able to allay any fears you might have.
All of my terms are just what I'm putting on the table, it is up to you as a council to allow them as is, or provide an amendment to them. I am quite willing to listen to any and all suggestions you have, and more than likely I would accept more restrictions, if you so wish them.
I hope you will take the time to reveiw my request, and thankyou for the time I have taken from you already.

Good day Ms Ingle,
I am Doctor Carlisle of the ship [TAZ]Chaos's.Eyes. I am here to advise about communicating with the Nomads. Here at the ship, we have what we call the Telepathic Messaging System or T. M. S. The system allows for communicating with the Nomads without affecting the user's brain. This is necessary if you want to study these creatures as they may err what you call control your mind. It is also advised that you keep clear distance between you and the creature. You may or may not heed this warning but if you insist on obtaining the system just give the green signal.
I wish you luck on your research as I have been studying this creatures for years now. If you can we could exchange intel on the said creatures.
