Tranmission to the Corsair Council - ZonerAllianceLogin - 02-15-2010

Greetings to the Corsair Council,

the Zoner Alliance finished the detailed investigations on the incident at Freeport 9. Based off of the numerous reports that have accumulated since the event we have concluded the following things:

1. An Outcast Strike Force of considerable size penetrated the defenses in Omicron Eta and broke through to Omicron Theta with the intent to proceed directly to Omicron Gamma in order to launch a long range attack on the Corsair Home-world of Planet Crete.
2. Corsairs Scrambled a defense fleet and battle was joined somewhere in the Omicron Theta System.
3. After considerable damage was done to the Outcast Force's smaller escort ships, one or several (the reports vary here) of the remaining outcast vessels advanced on Freeport 9 (Sector 4-E or the Omicron Theta System).
4. Incoming Zoner forces from Omicron 74 noticed 3 outcasts capital vessels, loitering in Freeport 9's vincinity.
5. They have been ordered to leave the Non Fire Zone, but refused the first two orders, and complied to the last one.
6. At this point of time, the retreating outcasts from Gamma and the chasing Corsairs reached the Non Fire Zone and the fight continued there.
7. After almost all Outcasts have been defeated, one outcast battleship tried to reach Freeport 9 with intention to dock there. These Zoner forces saw the Outcast battleship advancing on the Freeport and warned him to stay outside of the 5K No-Fire-Zone.
8. When the Outcast vessel did not stop, one of the Zoner pilots informed docking control to deny access to said Outcast vessel in order to prevent him from docking.
9. Said Outcast vessel forcibly docked/moored with the Freeport.
10. The Zoner forces surrounding the Freeport ordered the Outcast vessel to exit the No Fire Zone immediately.
11. During this confusion Corsair vessels from the scrambled defense fleet advanced on the Outcast vessel within the No Fire Zone with intention on destroying the said vessel.
12. Corsair vessels opened fire on the Outcast vessel within the 5K No Fire Zone around Freeport 9.
13. Zoner Forces ordered Corsair vessels to exit the No Fire Zone.
14. Corsair Vessel(s) opened fire on ZDF and other Zoner Forces within the Freeport 9 No Fire Zone.
15. Said ZDF and other Zoner forces retaliated in self defense and defense of the Freeport.

If any of the above is incorrect please respond accordingly. Now that we have the facts of the situation down we'll proceed.

Based off of the above understanding of what happened, the Zoner Alliance has determined that the Outcast vessels violated the Zoner Policies. The Zoner Alliance has also determined that the Corsair vessels violated the Zoner Policies. We do not believe this is the first time such a thing has occurred but we are determined that it be the last time. As such we are considering the following actions:

For witnessed violation of the Zoner Policies (insulting, threatening the Zoners and the Freeport, heavy fire close to the Freeport), the Corsairs Espi*|Sails, Roberto.Sanchez and Grimly|Sails lost their docking permission for Freeport 9. In addition Grimly|Sails's docking permission for all other Zoner facilities will be removed too. His behaviour was not acceptable at all. We don't expect him to be reasonable, but threatening, insulting and stating how much you disrespect us and our laws results in that. Opening fire on a Zoner was the cherry on the top.

All other participating Corsair vessels hereby are warned. The next time they might lose their docking permissions too.


We Zoners are a tolerant people, we do not care whether you are Kusarian or Bretonian, Rheinlandian or Libertonian, Corsair or Outcast, we welcome all to our Freeports. As the name suggests our Freeports are ports of Haven for those who find themselves in otherwise hostile territory. They are places where the hunted can be free from oppression. We do not care your background, as long as you will adhere to our rules you are welcome. Our rules are few and simple. But we will not tolerate them being broken. Our No Fire Zones will be enforced whether the violators be Bounty Hunter, Outcast, Freelancer, Junker, or Corsair.
Zoners have thus far obeyed all Corsair Laws to the best of their knowledge, and we are eternally grateful for the peaceful relations between our two organizations. We wish to continue these relations to the benefit of both of us.

To prevent from such incidents in the future, we ask you simply to respect our Zoner Polices. Every witnessed staging from Freeport 9 by non zoners vessel will be punished, it's been the last time these pilots saw Freeport 9 from the inside. So far, seeking shelter at the Freeports is allowed within our policies. Nevertheless, we're reminding everybody who abuses our hospitality by bringing any trouble to the Freeports, that he's not welcome there anymore. There have been suggestions to change the Zoner Policies, we don't intend to change them, but we will banish everybody who's abusing them.

To say that in short and clear words: Do not abuse the Non Fire Zone as a security blanket, if you run attacks on your enemies, hide at your own home. Don't bring any trouble to the Freeport!

Lastly we'd like to offer our condolences to any of your Corsair brethren that lost life or limb in the most recent attack. As you know, our medical facilities are always open to you.
