Background Information For centuries, the Dons had hired rag-tag freelancers and other mercenaries to infiltrate and spy on their age old enemies, the Corsairs as well as other threats. Outcasts themselves were hired by the Dons to keep tabs on the general population thus keeping the grip of power within the Council of Dons hands as they dealt with any dissidents as soon as they were found. However, there was a lack of organization and in some cases the information gathered by the spies were either lost or given to the wrong people. Shortly after the creation of the Outcast Commonwealth, the demand and necessity of a formalized Outcast intelligence agency was realized. The Council of Ministers drafted a proposal for such an intelligence agency called the “Outcast Central Intelligence (OCI)” and after a short discussion and vote, it was brought into existence. Funded by the wealth of the entire Maltese Nation, the chosen Director General of the OCI, Natalya Millan began working immediately to organize the numerous spies and other agents the Dons had under their command to create one centralized organization. In the process, Director General Millan conducted an operation within Liberty space to abduct scientists working under the Liberty Security Force and had them make an Artificial Intelligence program called the Intelligence Database Unit (IDU) where information gained by the spies, agents and operatives working under the OCI could be uploaded and downloaded at anytime, anywhere. This solved the main problem that had hindered the inconsistency that plagued Outcast spies for generations. Director General Millan then began to organize agents and operatives and deploy where they needed to be in order to counter the threats of the Corsairs and the emerging power in the Tau region, the Colonial Republic which had hampered the cardamine and slave trade significantly. Operatives were placed to act as early warning systems, notifying the Maltese Navy when any extensive Corsair or Colonial movement was detected. Operations behind enemy lines and within Corsair territory were also launched to delay or hamper the Corsair or Colonial’s ability to invade Omicron Alpha. In an attempt to hamper the Corsair economy, Director General Millan ordered search and destroy operations against all artifact smuggling vessels. Director General Millan deemed that coordination between the OCI and other outcast allies was a necessary course of action. She contacted the Transhuman Arm of the Consortium Overwatch as well as the Lane Hackers organizations to gather intelligence on police and naval patrols within each of their respective so that cardamine could be smuggled into the houses more easily as well as arrange the transportation of slaves back to Malta. With the base of the OCI established, Director General Milan began to gather the necessary intelligence required to further enhance the goals of the Commonwealth, and serve her country. House space can only be accessed if the Director General authorizes Department of National Security operatives to deploy there for the purpose of countering hostile attacks and/or invasions. Ranking Structure Director General of the OCI: The Director General manages the daily affairs of the OCI and liaises with the Council of Ministers within the Outcast Commonwealth Government. All operations conducted by OCI must first be approved by the Director General of the OCI before they are executed except the Department of National Security. Department Director General: Each Department Director General manages his or her own department and organizes operations to work towards completing their department’s goals and objectives. Any time an operation is devised, it must first be approved by the Director General of OCI herself before it is carried out. Only the Department of National Security is exempt from this requirement. Field Coordinator: Field Coordinators usually execute operations when either of the Director Generals is not present. Their objectives depend on which department they are a part of. Junior Field Coordinator: An experienced Operative, Junior Coordinators are considered “trainee” Field Coordinators and are put under the mentorship of a fully fledged Field Coordinator and are begin their training in leadership skills, whilst on active service. Class A Operative: Class A Operatives are experienced and trusted operatives within the ranks of the OCI. They are given knowledge of the Department of Clandestine Operations and are allowed to be recruited into this department, but are watched at all times to make sure they do not release classified information about this department to the Maltese public. Class B Operative: An Operative who has successfully undergone the minimum training required and is the bulk of the OCI. They are given a choice to join either the Department of National Security or the Department of Economic Warfare. Class C Operative: Class C Operatives are the lowest ranking operatives with the OCI ranking structure. They are considered trainees and do not have the option of joining any department until they complete the minimum requirements to be promoted to a Class B Operative. Active Staff

I would've added in the civilian freighter and the Anki but those were sold in locations Outcasts units weren't allowed to dock. This is because we're trending toward sensible RP and moving away from the mess that the Union of Gold made. (Group of terrorists fighting for freedom... allying with a pirate faction that deals in drugs and slaves. ... Doesn't make sense.) I Originally put RFP| as neutral since Thexare was initiated in diplomacy with you guys and thought it would be best to keep neutral. But I changed it at your request. Same with the Mollies. 101st is focused more on the conventional side of the conflict. They'll defend Malta, and attack Crete conventionally. We do the same thing but unconventionally, one of the main reasons we don't use any capital ships at all. We'll have a few 'scouts' stations at Eta and Theta who'll basically report in and notify any MNS vessels or other outcasts if they see Corsairs in large numbers moving into attack Malta. At the same time, we'll delay the enemy attack while the rest of the OC forces regroup at Malta for defense. Once they tell us were ready, we'll retreat (or hold out till OC reinforcements reach us). Were basically kind of like an early warning system. I know the 101st Border Patrol deals with stopping the artifact trade, we may coordinate with them and assist. At the same time we may conduct 'Search & Destroy' operations where we go around Sirius looking for these artifact traders and stopping them. Basically, from time to time, we'll have larger ZOI's. I do want most of the 'Search and destroy' operations to be like an event because I've personally never seen too many artifact traders. Hopefully that might change if we organize this as an event of sorts. We might also be working with mirage squadron as well, as our goals are quite similar. Our main difference however would be the spying. In RP we'll utilize freelancers and mercenaries to get good with not just the corsairs but other outcast enemies and perhaps even bribing members within factions that are hostile/unfriendly to the Outcast government. The reason we're going to use FL's and Merc's is coz' I don't think an Outcast who would need cardamine would successfully be able to infiltrate an organization that doesn't need it. Basically I'm trying to expand upon the goals that 101st has already has, as well as adding some new ones (like the spying, ship stealing, infiltrating and early warning system) which will be our focus and core. As for the hiring and bribing of freelancers and others, we'll basically talk to other faction leaders about it before we actually go ahead and infiltrate an organization. Its meant for RP, we won't -actually- try to infiltrate them and such. You can still go ahead and make you're character hostile to FL's though, gives us more allies:).
